HomeMy WebLinkAboutAgenda Statement 1985/10/15 Item 5 COUNCIL AGENDA STATEMENT Item 5 Meeting Date 10/15/85 ITEM TITLE: Public Hearing: PCS-86-1 - Consideration of tentative subdivision map for EastLake Area R-13 (Villa Martinique), Chula Vista Tract 86-i - Barratt San Diego a) Resolution /.J j Approving tentative subdivision map for EastLake Area R-1 , Chula Vista Tract 86-1 SUBMITTED BY: Director of Planning (z (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager 4 The applicant has submitted a tentative subdivision map known as EastLake Area R-13 (Villa Martinique) Chula Vista Tract 86-1 , in order to develop a 25-lot condominium project consisting of 232 units on 11 .48 acres within the EastLake Shores Area of the EastLake Planned Community. RECOMMENDATION: That Council concur with the recommendation of the Planning Commission. BOARDS/COMMISSIONS RECOMMENDATION: On September 11 , 1985, the Planning Commission, by a vote of 6-0 with one absent, took the following actions: 1. Certified that EIR-81-3 and EIR-84-1 have been prepared in accordance with the California Environmental Quality Act (CEQA) and that the information contained in each EIR had been reviewed prior to making a decision on the project. These documents are herewith forwarded for Council certification and review. 2. Recommended that Council adopt a resolution approving the tentative subdivision map for EastLake Area R-13, Chula Vista Tract 86-1 , in accordance with Planning Commission Resolution PCS-86-1 . DISCUSSION: Project Setting The project site is identified as a multiple family lot (R-13) within the EastLake Shores neighborhood of EastLake I Planned Community. The relatively level site which is situated above the level of adjacent streets is located east of the beach club and lake and across "C" Street. Adjacent proposed land uses consist of a gas and electric transmission line easement to the east, multiple family units (10 du' s per acre) to the north, "C" Street and "D" Street to the west and south respectively. fAW 4', :✓ ' Cc ncU cf Cit::ia Vi :a, Ce,lifornia patd — Page 2, Item 5 Meeting Date 10/15/85 Planned Community District Regulations Development standards for the property are contained in the EastLake I Planned Community District Regulations. Many of the standards for the site in question such as lot coverage and setbacks are listed as SP which means that the issues are to be addressed at the site plan level . In this regard the Design Review Committee on August 15, 1985, conditionally approved the site plan and elevations for the project. Project Description The project involves the creation of 25 condominium lots served by a series of private streets. The main access will be provided from "C" Street, with secondary access from "D" Street. A total of 232 condominium units contained in 48 two-story structures (130 two-bedroom and 102 one-bedroom or studio) would be constructed on the lots and would be served by 232 covered and 182 uncovered parking spaces. A common recreation area with swimming pool and recreation building is proposed along private street "A". Analysis As noted above, the Design Review Committee conditionally approved the site plan and elevations for the project on August 15, 1985. Conditions of approval included the requirement that tot lot facilities be provided at a minimum of two locations within the project, and that the CC&Rs contain a provision prohibiting recreational vehicles from parking within the project. The project complies with all of the City's standards for condominium developments including storage and parking. EastLake has chosen the names of Shores Drive and East Lake Drive for the public streets abutting the project. The applicant is suggesting East Shores Terrace as the name for the project's internal private street system. These names have been cleared by the Planning, Engineering, and Fire Departments.
