At that time, Council directed staff to bring back esolution amending the FY 1985-86 budget to add two Peace Officer positions. 'OM.MENDATION: t Council adopt the resolution amending the FY 1985-86 budget to add two Peace •icer positions for the Police Department's Uniform Division and appropriate .essary funds. RD/COMMISSION RECOMMENDATION: N.A. CUSSION need for the two additional Peace Officers is discussed in detail in Chapter 4 of Management Review of the Police and Fire Department, pages 117-139. CAL IMPACT cost of adding the two Peace Officer positions for the remaining nine months of FY 5-86 would approximate $52,600 in salary, fringe benefit, and initial clothing and ipment costs. These monies will be appropriated from the General Fund. (Annual urring costs would approximate $77,600). Ar i lm �_ .._ . _......., . . _ f b� peace : t Dated /e_' j, s COUNCIL CONFERENCE AGENDA STATEMENT Item 1 Meeting Date 9/26/85 ITEM TITLE: Management Review of the Poll Fire Department SUBMITTED BY: Management Services Director J'(4/5ths Vote: Yes X No ) !r/ REVIEWED BY: City Manager Within the current memorandum of understanding between the City of Chula Vista and the Police Officers Association and the International Association of Firefighters, the City and the Associations agreed to "fully cooperate in a study to determine the feasibility and viability of introducing a Public Safety Officer program in the City." The City Manager assigned responsibility for conducting this study to the Policy Analysis and Program Evaluation Division (PAPE) of the Management Services Department. The attached PAPE study: . assessed current Police and Fire Department performance, . analyzed the costs and benefits of alternative forms of consolidating Police and Fire services, and . evaluated other, non public safety officer related opportunities for enhancing the efficiency and effectiveness of Police and Fire services. RECOMMENDATION: That Council : 1 . Determine that further consolidation of the City's Police and Fire services is NOT warranted. 2. Adopt the resolution amending the FY 1985-86 budget to add two Peace Officer positions for the Police Department' s Uniform Division and appropriating necessary funds. 3. Approve in concept the fire station network master plan presented in the report and direct staff to report back to the Council on specific fire station sites as well as the financing and timing of proposed station changes. 4. Authorize the City Manager to provide 6-months notice to the Bonita-Sunnyside Fire District that the current contract for fire coverage will be terminated effective June 30, 1986. 5. Accept in concept the other, administrative recommendations contained in the report. .., ; Page 2, Item 1 Meeting Date 9/26/85 DISCUSSION: The attached report starts with an Executive Summary that provides background on the above recommendations. More detailed analysis is provided in the first six chapters of the report. Chapter 7 outlines the proposed implementation steps for the report's recommendations.
