The purpose of this ordinance is to repeal the sections of the Municipal Code
establishing the Parking Place Commission in order that we can merge the
Parking Place Commission and the Town Centre Project Area Committee. Staff
and both committees feel that now is a good time to effect the merger because
of the related issues of parking and land use in the Downtown area.
There will be a related resolution on the agenda of the Redevelopment Agency
in order to appoint the three remaining members of the Parking Place
Commission to the Town Centre Project Area Committee.
Although this action does away with the Parking Place Commission, the Parking
District remains intact. If there is any formal action required in the future
regarding financing in the Parking District the City Council may act as the
Parking Place Commission or appoint a separate commission.
RECOMMENDATION: That Council adopt the ordinance.
BOARDS/COMMISSIONS RECOMMENDATION:
Both the Parking Place Commission and the Town Centre Project Area Committee
voted unanimously to approve the proposed merger.
DISCUSSION:
The recommendation to merge the Parking Place Commission with the Town Centre
Project Area Committee (this name will be retained) is made for the following
reasons:
1 . The boundaries of the Project Area include the parking district boundaries
(see Exhibit A).
2. Traffic flow and parking related matters are very relevant to land use and
redevelopment issues in the Project Area.
3. Redevelopment and traffic issues are both of major concern to businesses
in the Project Area.

4. The Town Centre Project Area Committee' s scope of responsibilities would
be enhanced by including traffic flow issues, an important part of any
land use question.
5. The Parking Place Commission was originally formed in 1963 to advise the
City Council regarding acquisition of parking sites and financing. These
responsibilities can be handled by the Town Centre Project Area Committee.
Committee Members
There are two vacancies on the five-member Parking Place Commission. If the
three remaining members of the Parking Place Commission are combined with the
seven-member Town Centre Project Area Committee, the result is a ten-member
Committee with enhanced responsibilities and an expanded advisory role for the
Downtown area.
Staff recommends keeping the Committee membership officially at seven members
with the intent of reaching that number through attrition in the future.
Attached as Exhibit B is a listing of the current members of each group.
Scope of Responsibility
The merged Town Centre Redevelopment Project Area Committee will have the
following responsibilities:
1 . To advise and recommend to the Redevelopment Agency redevelopment project
concepts in Town Centre I and Town Centre II, inclusive.
2. To advise and recommend to the Redevelopment Agency the adequacy of land
use regarding proposed projects.
3. To hear public comments regarding Redevelopment Agency projects in Town
Centre I and II.
4. To act in advisory capacity to the Redevelopment Agency on all matters
relating to parking within Town Centre I and 11 and to advise the City on
parking issues and questions referred to the Committee by the City Council .
The Committee will work in conjunction with the Community Development
Department.
