These modifications have been proposed by both staff and by persons in the development community. RECOMMENDATION: That the City Council adopt the ordinance and place it on its first reading. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: It has been proposed that the City's grading Ordinance be revised to allow low 1 .5 to 1 slopes to be constructed in situations where soils and geological conditions are such that these slopes would be stable. The revision as stated has been taken in part from the grading ordinance of the City of San DIego. The maximum height of slope allowed to be built at a ratio of 1 .5 to 1 is 4 feet in this proposal . One main reason for the currently required ratio of 2:1 is to allow for landscaping maintenance work to be accomplished. We believe that the low height makes it possible to do this work from the lower pad level . This "minor slope" would be allowed to be constructed along the side lines of lots rather than along the front or rear lines. The second proposed revision is the substitution of the Landscape Architect for the City Engineer in approving landscape and irrigation plans. The review of these plans is done by the Landscape Architect, as is the inspection of the resulting work. Inasmuch as the Landscape Architect is responsible in a practical sense for achieving a proper set of plans, it is believed appropriate that his sole approval of the plans should be required by the Municipal Code. ar (. :s by the City Council of �,;sti-, .� ,���, C: ; . : Chula Vista, Caiiiornia Dated /C, Meeting Date Meeting /0-/-85" The third modification has to do with the timing of wall construction under a building permit. The Code presently requires that the work under a grading permit must be certified as adequately completed before a building permit is issued. We propose to change this requirement to allow walls which are integral portions of buildings and also are retaining walls to be constructed concurrently with grading work. This will make it unnecessary to build temporary slopes pending completion of grading work and will also simplify the preparation of grading plans where such walls are involved. FISCAL IMPACT: None.
