Staff and Advocation, Inc. have each spent a significant amount of time developing an effective relationship that takes advantage of each other's expertise and skills, and positions the City in the most advantageous position possible regarding legislative proposals. 2. Given past state efforts to "redirect" certain local revenues, it is important that the knowledge and contacts developed by Advocation, Inc. be retained to guarantee consistency of effort in the protection of City revenues. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that pursuant to Section 2.56.170 of the Chula Vista Municipal Code, the Council hereby finds it impractical to go out to bid for a legislative advocate contract.
