RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING EXTENSION AND AMENDMENT OF LEGISLATIVE ADVOCATE
CONTRACT WITH DONALD BROWN ADVOCATION, INC. FOR FY
1990-92 LEGISLATIVE SESSION, AND AUTHORIZING THE MAYOR TO
EXECUTE SAID CONTRACT ON BEHALF OF THE CITY OF CHULA VISTA
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, October 15, lg90 marked the end of the 1989-90 State legislative
session; and
WHEREAS, this is the sixth year since implementation of the City's
legislative program and the first legislative session utilizing the services
of Advocation, Inc.; and
WHEREAS, the results were positive in that 73 bills were actively
monitored in addition to the state budget crisis and Advocation, Inc. was
instrumental in the success of the City's legislative efforts at the state
level; and
WHEREAS, staff recommends amending the existing contract to allow for two
additional two year options with the effective date of the extended contract
being January, 1991 through December, 1992; and
WHEREAS, the City Attorney has reviewed this proposal and ruled that a
two year option is consistent with the intent of the existing contract and
that the City may offer a two year contract based upon its need for continuity
of effort and the need for the specific expertise gained by the consultant
during the existing contract; and
WHEREAS, staff is not recommending that the contract for consul rant
services be rebid based on the following:
1. Staff and Advocation, Inc. have each spent a significant amount of
time developing an effective relationship that takes advantage of
each other's expertise and skills, and positions the City in the
most advantageous position possible regarding legislative proposals.
2. Given past state efforts to "redirect" certain local revenues, it
is important that the knowledge and contacts developed by
Advocation, Inc. be retained to guarantee consistency of effort in
the protection of City revenues.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista that pursuant to Section 2.56.170 of the Chula Vista Municipal Code, the
Council hereby finds it impractical to go out to bid for a legislative
advocate contract.

BE IT FURTHER RESOLVED that the City Council of the City of Chula Vista
does hereby approve the extension and amendment of legislative advocate
contract with Donald Brown Advocation, Inc., known as document number
C090-264, for FY 1990-92 legislative session, a copy of which is on file in
the office of the City Clerk.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is
hereby authorized and directed to execute said contract on behalf of the City
of Chula Vista.
