At its meeting of September 24, 1985, the City Council approved a written request made
by the Chula Vista Chamber of Commerce for $1,600 to be used toward a promotional
balloon program in conjunction with Founder's Pay. Council directed staff to prepare
the appropriate resolution approving the Chamber's request.
RECOMMENDATION: That Council adopt the resolution approving the expenditure of $1,600
out of the Appropriated Contingency Reserve toward promotional activities related to
Founder's Day.

DISCUSSION
The requested $1,600 represents approximately one-half of the cost of a promotional
balloon program offered by Balloonatiks of San Diego. Attached are a copy of the
proposal submitted to the Chamber by the balloon company and the letter from the
Chamber describing the activities planned for Founder's Day.
FISCAL IMPACT
Sufficient funds are available in the appropriated Contingency Reserve account.
Because the Founder's Day activities serve to promote the To Centre I redevelopment
project, $1,000 of the requested $1,600 will be reimbursed to the General Fund from
the Redevelopment Agency.

On behalf of the Downtown Committee of the Chula Vista Chamber of 2ommerce, --j
I am requesting the City's participation in this year's Founders I4 cebra-
tion scheduled for October 19th. I approached Mark Cox, who in turn requested
the support of the 75th Anniversary Planning Committee, to assist the Downtown
Committee in making the 74th birthday event an exciting forerunner to next year.
Due to various time constraints and responsibilities, it was suggested that the
Downtown Committee request financial assistance as the City's contribution for
this Founders Day.
Festivities along Third Avenue will compliment the Fiesta de la Luna Parade
sponsored by the Jaycees. It is our hope to make Founders Day as entertaining
and community oriented as possible. I have enclosed a proposal for street
decorations, strolling clowns and an unusual promotional plan that includes
pre-event advertising using balloons as the medium. Photos and brochure infor-
mation about Ballonatiks is available at my office. Prices have been shopped
• and I am sure that Balloonatiks will offer large discounts to the City for
future events if you are interested. E and G Streets will landmark the big,
bright balloon arches that will lure people into the central Third Avenue area.
Merchants along the Avenue will be actively involved this year by offering a
Founders Day special, sales and raffles. A large advertising strategy is being
handled through the local zone edition of the Union-Tribune, along with extensive
press releases submitted county wide. Entertainment on the main stage currently
includes our own local Music Machine and the KCBQ Flatbed Band. The "City's
Biggest Birthday Card" will be presented to Mayor Cox at the cake cutting. The
birthday card will be displayed the entire week before the 19th to allow people
to sign it and wish Chula Vista a very happy birthday. Street activity will be
part of the Founders Day excitement featuring arts and crafts, information
booths, sidewalk sales and strolling entertainers. I have tried to contact Mr.
John Rojas in hopes of getting the Historical Society to help out by dressing
up and perhaps presenting a Chula Vista historical skit. The new On-Stage Prod-
uctions, located on Third Avenue, will be doing live short performances and the
local merchants will provide various store front entertainment as they have in
the past. We respectfully request both the Mayor and the Council to attend the
event and to participate in the cake cutting, card giving ceremony. In closure,
I hope that the Council feels that a monetary donation would enable the Downtown
Committee to provide the City, community and visitors to Chula Vista, a grand,

festive 74th birthday that will be a great kick-off to all the plans for
next year's diamond jubilee.
The Downtown Committee respectfully requests a contribution of $1,600.00,
which is half of the street decoration and promotional costs. Additional
expenditures for advertising, entertainment and extraneous assistance will
be the responsibility of the Downtown Committee. As I have been told, the
City provides for the cake cutting. It is hoped that your contribution will
help to make Founders Day an even bigger and better promotion for the City
of Chula Vista.

Dear Annette,
Here is the proposal for the upcoming Chula Vista Founders
Day celebration on Oct. 19th. I have made a special effort
to make it as affordable as passable without cutting any
corners . Please note that the price for a balloon release
is listed but not included in the total proposal price.
1 , 7500 Imprinted balloons given away, 1500 for three
days prior to the 19th, and 3000 on the day of the
event = $2570.00.
2. A clown to hand out the balloons for six hours a
day for three days and two clowns for six hours each
on the day of the event. 30 hours total at $20.00
per hour = $600.00.
3. Two balloon arches for street decoration. 330 11 "
balloons for each arch, 660 total = $390.00.
4. 1000 balloons released by the Mayor from beside or
behind the stage. Minimum order 1000, $350.00 per
1000
