At the November 5, 1985 election, the citizens of the County area currently served
by the Montgomery Fire Protection District will be voting on the issue of annexation
to the City of Chula Vista. In order to assist the City Council and staff in answering
questions and planning for the potential annexation, staff has prepared a proposed Council
Position Statement (Exhibit A) summarizing the City's policies regarding specific service
and fiscal questions related to the proposed annexation.
RECOMMENDATION: That Council adopt the resolution approving the Council Position Paper
on the proposed Montgomery annexation.

DISCUSSION:
On April 20, 1982, the City Council adopted a previous Council Position Paper on the pro-
posed annexation (attached as Exhibit B) . The proposed Position Paper is essentially an
updated and slightly reformatted version of the one approved by the Council in 1982.
At its September 3, 1985 meeting, the Council approved the following two policy statements
for inclusion in the proposed Position Paper:
1 . It is the City's intent that revenues generated in Montgomery will be spent in
Montgomery to provide the area with the same level of municipal services as the
rest of the City and to provide for an extensive capital improvement program to
upgrade road and drainage systems.
2. For ten years after the effective date of the annexation, the City Council will
not form an assessment district in the Montgomery area for street improvements
(curbs, gutters, sidewalks , or pavement) unless property owners representing
at least 2/3 of the area in the proposed district support its formation.
If approved by the Council , the Position Paper will be provided to the public or the
press upon request.
FISCAL IMPACT: The proposed Position Paper includes the above policy statement
numbered 1 .
