RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CALLING UPON THE U. S. FISH AND WILDLIFE SERVICE TO
CONDUCT PUBLIC HEARINGS ON THE PROPOSED SAN DIEGO BAY
NATIONAL WILDLIFE REFUGE
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the State of California has granted to the San Diego Unified
Port District tideland submerged lands within the bay of San Diego upon the
express condition that they be developed for the promotion of commerce,
navigation, fisheries and recreation; and
WHEREAS, the population of San Diego County continues to grow
dramatically as the region attracts new industry, commerce and international
attention; and
WHEREAS, the recreational resource represented by San Diego Bay is highly
developed in its northern areas, and relatively underdeveloped in its southern
portion; and
WHEREAS, an opportunity exists to carry out the will of the Legislature
and the populace in providing greater public recreational access to the bay by
the development of public works improvements in and around southern San Diego
Bay; and
WHEREAS, recreational developments along the shoreline of the bay require
continuing coordination with the many regulatory agencies concerned with the
preservation of environmental quality and the maintenance of ecological
balance in estuarine areas; and
WHEREAS, these planning and coordinating efforts must precede physical
developments in order that all parties having expertise and jurisdiction in
the matter may have an opportunity to participate; and
WHEREAS, the U. S. Fish and Wildlife Service has proposed the designation
of South San Diego Bay, including most of the area south of J Street in Chula
Vista, Emory Cove, and the Western Salt facilities as a wildlife refuge.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista that the U. S. Fish and Wildlife Service be urged to convene public
hearings on the proposed wildlife sanctuary with notice and invitation to San
Diego County, to the member cities of the Unified Port District, private
property owners of the South Bay area, and other who have expertise or
jurisdiction in the land, water, or subject matters of recreation and
conservation.

BE IT FURTHER RESOLVED that the City Clerk is directed to send a copy of
this resolution to the U. S. Fish and Wildlife Service and the Port of San
Diego.
