Chula Vista has been invited by Barron's and by the San Diego Economic Development Corporation to participate in that special publication. Editorial content and advertisement are invited. No funds have been budgeted for advertising costs. RECOMMENDATION: That Council adopt the resolution approving City participation in the Barron' s special publication and approving expenditure of contingency funds therefor. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Barron' s special section, to be entitled "San Diego Today," will highlight business opportunities in the San Diego region. Attached is a brief sample of a similar Barron' s special section on Tulsa. It can be seen that editorial content included articles by the Tulsa Mayor, the Chamber of Commerce, and industry leaders. Advertisement space was purchased by Tulsa businesses and the Chamber. We have been informed by Barron' s that editorial space might be available to us depending on the newsworthiness of our submission, but that editorial space preference would be given to those entities who also published advertisements. An article promoting Chula Vista as an ideal business and living environment, aimed at attracting new business and industry, is being drafted for the Mayor's byline. Draft advertisement copy is being developed. As Barron' s has a circulation of over 200,000 in the Western corporate business community, this opportunity is perceived as a very beneficial step in the City' s new economic promotion activities being pursued by the Assistant Community Development Director. The publication provides Chula Vista with a chance to promote its desirability to site selectors of major businesses and industries. The special section is self-contained and would likely be retained by Barron' s readers as a reference document, thereby possibly being of promotional benefit to the City long after the publication date. The advertisement rates are judged to be reasonable market rates. 1' 11 4 Page 2, Item Meeting Date 9/24/85 Attached is a draft of the proposed Barron' s article. The advertisement copy is being prepared. The thrust of both materials is planned to be the promotion of Chula Vista as a viable, progressive business environment and an attractive place to live. The article highlights City efforts and programs to enhance Chula Vista' s environment and economic health. FISCAL IMPACT: The cost of advertisement would be approximately $2,500. An expenditure not to exceed that amount from the Non-Departmental Contingency Fund, Account #100-0730-5399, would be authorized by this action. The balance in that account is currently $27,667.40. Cox That Chula Vista is a great place to live has never been a secret to those who have visited this dynamic city on the edge of south San Diego Bay. That Chula Vista is a great place for business and industry has been less well known--but the secret is out. Chula Vista, with a population of over 90,000 people, offers all of the best as a home for business and industry. Livability has always been unparalleled, with a modern, quality housing stock covering the entire range of affordability, with a climate boasting summer days averaging 75° and winter days averaging 65° and a rainfall of 9 inches per year, and with recreational facilities which include major golf courses, a pleasure boat marina on San Diego Bay, 24 public parks, and nearby beaches. Likewise, location has always been an asset. The San Diego International Airport and downtown San Diego are just 15 minutes away. San Diego Bay, a major international port and a great recreational resource forms the western boundary of the City. And the International Border with Mexico, offering the possibility of "twin-plant" or "maquiladora" manufacturing which links labor-intensive American industries with Mexican labor pools and assembly operations, is just 7 miles to the south. But the secret that the corporate business world is learning is that Chula Vista is an optimum business environment for relocation and expansion because of the City's resources and how it can use them. Business has always been attracted to Chula Vista due to its abundant resources and the lack of physical , social , and economic problems which often plague other cities. The high quality of community life in our uncongested, well-balanced city has allowed Chula Vista to concentrate its human and fiscal resources on the future, on encouraging positive growth, on making a great place even better. Public and private efforts are combined to bring the future to Chula Vista, to coordinate physical and economic growth, and to invite progressive businesses to join our community as it evolves. Chula Vista has room to grow. Phased, quality new development is occurring to the east of the City, expanding the City boundaries into vacant rolling hills still only moments from the downtown core. EastLake and El Rancho Del Rey are newly-developing planned communities with residential , commercial , and industrial park components which will add over 15,000 new households to the City. A prime location in EastLake will be a 100 acre industrial employment park with unparalleled recreation amenities. The eastern boundary of the City is also the location of the 200 acre Otay Valley Redevelopment Project Area which is converting mostly vacant and agricultural land into a high quality, light industrial park. Many parcels remain for clean, progressive industry at some of the most favorable prices in the San Diego region, averaging less than 60% of finished parcel costs of the other San Diego regional industrial centers.
