HomeMy WebLinkAboutAgenda Statement 1985/09/24 Item 13 COUNCIL AGENDA STATEMENT Item 13 Meeting Date 9/24/85 ITEM TITLE: Resolution 4.2/71Approving the agreement between the City of Chula Vista and the San Diego Association of Governments for local technical assistance in the preparation of the City of Chula Vista' s Housing Assistance Plan SUBMITTED BY: Community Development Director REVIEWED BY: City Manager"- (4/5ths Vote: Yes No X ) The City is required to have a Housing Assistance Plan approved by the Department of Housing and Urban Development (HUD) in order to receive Community Development Block Grant (CDBG) funds. The San Diego Association of Governments (SANDAG) has offered assistance in preparing that plan, and an agreement has been prepared. RECOMMENDATION: That the Council adopt the resolution approving the agreement between the City of Chula Vista and the San Diego Association of Governments for assistance in the preparation of the annual Housing Assistance Plan. BOARDS/COMMISSIONS RECOMMENDATION: DISCUSSION: The Housing Assistance Plan is a Federal requirement for eligibility for receiving Community Development Block Grant funds. The CDBG funds are provided to communities by the Federal government to assist low and moderate income individuals, to prevent or eliminate slums and blight, or to address urgent needs. As housing assistance to low income households is a prime factor in these pursuits, HUD has tied program funding to housing assistance. This report is a documentation of the City's assessment of lower income housing needs within its jurisdiction and a statement of the steps the City intends to take to redress those needs. Much of the data on housing conditions and needs for previous Housing Assistance Plans were provided for Chula Vista by SANDAG. Through the Local Technical Assistance Program, SANDAG will assist cities in the preparation of the needs assessment sections of their Housing Assistance Plans. The needs assessment is based on census data, growth forecasts, and other statistical data. by tho City Council of Chula Vista, C-alifornia Dated Page 2, Item 13 Meeting Date 9/24/85 Once the City has received the needs assessment portions of the plan from SANDAG, staff will prepare the housing goals sections of the plan in response to the stated needs and in accordance with HUD regulations. The plan will then be brought forward to the Council for consideration. FISCAL IMPACT: The fee to prepare Parts I and II of Chula Vista' s Housing Assistance Plan by SANDAG is not to exceed $1 ,200. The total cost of the SANDAG service is not to exceed $2,200, but the first $1 ,000 of the cost is absorbed by SANDAG under the Local Technical Assistance Program. Sufficient funds are available in Account #632-6320-BG131 . No General Fund monies will be used.
