Plumbing Service, Inc. to perform a study for rerouting
existing private sewer laterals in the Country Club area in
the City of Chula Vista, California

In order for staff to properly evaluate the means of resewering the Country
Club area, it will be necessary to have some professional plumbing input into
the cost of rerouting existing sewer house lines (laterals) to the street.
RECOMMENDATION: That the Council
1 . Approve agreement with Fuller' s Plumbing Service, Inc. to perform a study
for rerouting existing sewer laterals in the Country Club Area in the City
of Chula Vista, California.
2. Authorize the expenditure of $45,000.

DISCUSSION:
On February 25, 1985, staff had the second meeting with the Private Citizens
Task Force on the Country Club Sewer Problem. Mr. Wayne Smith, 47 San Miguel
Drive, chairs this committee. The subject of the second meeting was to
discuss the alternatives of repairing existing sewer or constructing a new
sewer across the rear of the lots. The property owners up to this point were
opposed to constructing a new sewer in the street because of the cost and the
disruption to them to reroute their existing sewer laterals from their rear
yards to the street.
Further investigation by staff into the possibility of lining the existing 6"
sewer shows it to be impractical , if not almost impossible, and would cost
more than a new sewer. The construction of a new sewer paralleling the old
would require the removal of existing landscaping of 15' to 20' wide for
construction, maintenance, and access.
The Task Force committee felt that a 15-20' secure easement (fence along its
boundaries) would be very disruptive and unacceptable. The Task Force
therefore requested staff to determine the cost of rebuilding the lateral to
the public street for each parcel . Previous Engineering studies indicated the
feasibility of this option. The Task Force is not ready to make a decision or
recommendation to the affected property owners until they know what it is
going to cost. The goal was to receive firm prices for each house to be

reconnected to the street. Therefore, staff could not simply make an
estimate. It required an engineering firm in partnership with a plumbing
firm. Staff solicited letters of interest from various engineers and plumbers
specializing in this kind of work. As a result of interviews with the various
firms, the selection committee determined that Fuller' s Plumbing Service, Inc.
is the best qualified to perform the study.
The principal tasks of the consultant:
1 . The consultant is to survey each individual residential unit that requires
a new lateral and prepare a separate sketch showing how the new private
lateral may be constructed to make connection to the sewer located in the
street. The sketch shall show removal and replacement of walls, slabs,
fences, grass, planters, etc. required for construction of the new lateral .
2. The consultant shall determine the location at the back of walk where the
new lateral is to be constructed. He will provide the City with the
dimension from the ground surface at the back of walk to the flow line of
the proposed new sewer lateral .
3. The consultant shall provide a separate cost for all the work and
materials necessary for construction of the lateral from the house or
other location in the lot to the back of the sidewalk. The cost for
construction of the lateral shall be a firm price guaranteed for a year
such that they may, if they wish, contract with the consultant or
contractors/plumbers so designated by the consultant for installation of
the sewer lateral. Property owners will have the option of contracting
with any other contractor or plumber should they desire. The consultants
shall provide the City with a performance bond for the aggregate sum of
all the laterals proposed to be constructed. It is recommended that even
if the City pays for all or a portion of the work on private proprty, the
property owner will contract with the plumber, with the City paying
whatever portion of the cost the Council approves.
4. The consultant is expected to look into alternative ways of rerouting the
sewer if he deems it to be more feasible such as combining two separate
laterals in one trench through one lot.
5. The consultant agrees to complete this work within 120 calendar days from
approval of the agreement by the City.
As mentioned at Budget hearings, the financial responsibility for the on-site
lateral relocation has not been determined by the City Council . The majority
of the Task Force members, although less favorable than previously to lining
or rebuilding the existing sewers, felt strongly that the City is financially
responsible for relocating the laterals if it is determined more feasible to
relocate sewer mains to the streets. The purpose of this contract is to gain
information to aid the Council and staff in selecting an alternative, not to
determine financial responsibility for lateral cost.

Council had requested a status report at their last meeting for the progress
of this project. On November 27, 1984, the Council accepted a report that
indicated sewer crews would take intermediate steps to mitigate the frequent
occurrence of sewer main back-up in the Country Club area. Where feasible,
crews installed devices that would prevent sewage flowing into houses, but
instead would flow into yards, giving property owners time to call for
assistance without damage to their houses. That work was accomplished and, in
fact, there has only been two main stoppages since December. (There has been
6 or 7 lateral blockages, but those aren't as serious since the property owner
can control the amount of water in the sewer. ) The Task Force felt the
problem had been with them a long time and they didn't recommend the City
rushing into a quick decision without adequate information. Because the
immediate problem of frequent main line stoppages had been corrected, staff
worked this project into its overall work program which has caused some delay.
After the consultant study is complete (approximately 120 days) , staff will
send copies of each sketch and cost proposal to each property owner and call a
Task Force meeting. Shortly after that meeting, it is planned to report to
Council with a recommended alternative.
FISCAL IMPACT: Cost for said services will come from funds authorized for
expenditure for construction of the Country Club sewer replacement. It is
estimated the maximum expense will be $45,000.
