ITEM TITLE: Resolution: Approving contract with the firm of Wimmer,
Yamada and Associates to develop a Master Plan for Sweetwater
Valley properties and appropriating funds

During the negotiations for the transfer of Provence Park and the Goode
property, it was determined that a Master Plan should be developed for the
Sweetwater Valley properties, including these two parcels plus Rohr Park. A
selection committee reviewed sixteen responses to a Request for Proposals and
chose Wimmer, Yamada and Associates as best qualified.
RECOMMENDATION: That Council approve the resolution.
BOARDS/COMMISSIONS RECOMMENDATION: The Parks and Recreation Commission was
informed on July 18, 1985, that Wimmer, Yamada was the preferred firm
responding to the RFP and would be proposed to Council for approval . A
recommendation was not applicable.
DISCUSSION:
On October 24, 1984, the City of Chula Vista acquired Provence Park, the Goode
property and two other vacant parcels, from the San Diego County Parks &
Recreation Department. These parcels are located to the west and east of Rohr
Park, respectively. At the time of acquisition, it was determined that a
Master Plan should be developed that would integrate these properties into one
cohesive park and address the park problems (parking) , meet the needs of the
Chula Vista community at large plus various special interest user groups such
as the joggers, equestrians, Live Steamers, the Bonita Optimist Club, and
softball interest. The plan as envisioned would provide guidance for phased
development/redevelopment that would result in a low maintenance facility that
will safely accommodate both active sports enthusiasts and passive picnickers.
The proposed process was begun by contacting twenty-four consulting firms and
inviting them to submit proposals; sixteen responded. Attachment A contains a
listing of the respondents. A selection committee, consisting of the Planning
Director, Management Services Director, Acting Parks and Recreation Director,
and, for the initial screening, the Assistant City Manager, reduced the number
to be interviewed to three. These firms were then given an opportunity to
conduct a thirty-minute presentation on their company and projects of similar
nature that they have participated in. Following this, each consultant was

asked a set of prepared questions that was evaluated and graded by the
selection committee, using a standard grading form (Attachment B). The final
ranking was as follows:

The consensus of the selection committee was that Wimmer, Yamada was the best
qualified. Although the Peridian Group scored higher than VSP, it was agreed
that the Peridian Group' s project Manager had the least experience. For this
reason, VSP was ranked second overall. The proposed fees for this study were
as follows:
Wimmer, Yamada & Assoc. $50,000 - 75,000
VSP Group 15,000 - 41 ,000
Peridian Group 18,000 - 25,000
The final negotiated cost for Wimmer, Yamada is recommended at $57,500,
following a meeting at which it was decided to delete the financial/market
analysis and cost-revenue projections. These components can be procured on an
hourly basis at a later date, if deemed necessary.
An important facet of Wimmer, Yamada' s proposal is the inclusion of services
to coordinate and interface the concerns of special interest groups and local
residents through workshop meetings and user surveys/questionnaires prior to
the design phase. These services will be provided during the master plan
design phase to ensure proper input from and responsiveness to user needs and
public support of the project.
Wimmer, Yamada's proposal was the only one to include the following in the
proposed study:
1. Preservation of the existing park environment.
2. Management/control of vehicular access and parking.
3. Analysis of adjacent parcel utilization and integration.
4. Analysis of existing/proposed on-site uses and facilities, based on user
demand.
5. Traffic Analysis.
6. Accommodation of individual and group picnic facilities.
7. Creation of a park image and identity program and unification of all park
elements.

8. Creation of an integrated matrix approach to irrigation master planning.
9. Development of needed facilities.
10. Development of a harmonious relationship with adjacent land uses.
Wimmer, Yamada is a highly respected, award-winning San Diego firm that has
been involved in such projects as the Chula Vista Townsite, Horton Plaza, San
Diego River Improvement Project, and Embarcadero Marina Park. A Disclosure
Statement from Wimmer, Yamada is included as Attachment C.
The major elements of the proposal are: 1 ) Physical Analysis, 2) Project
Program Development, and 3) Project Planning, Design and Report Preparation.
A milestone chart of the conceptual design study is included for your
information (Attachment D).
Despite the divergence of bids, it is believed the magnitude of this project
and the long range impact upon Chula Vista residents, necessitates an
investment in comprehensive planning in order to ensure that these parklands
are used to their maximum potential .
Implementation of the plan will be a phased Capital Improvement Project with
State Grant funds sought to help ameliorate City construction costs.
FISCAL IMPACT: $57,500 will need to be appropriated from the unappropriated
balance of the General Fund and will be reimbursed from Park Acquisition Funds
in the future.
