On June 14, 1985, the City Council approved the Community Development Block
Grant (CDBG) budget for FY 1985-86. Included in that approved budget were
funds for the organizations listed Agreements supporting t"
progr ams mus t p p ved before funds can be released. opi es fthe
proposed agreements are attached to the resolutions.
RECOMMENDATION: That the Council adopt the two resolutions approving
agreements with the two organizations and provide direction regarding senior
aides placement suggestions.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The programs operated by the two non-profit organizations are directed to
assist principally low and moderate income persons.
Adult Protective Services, Inc. (APS) operates an employment re-entry program
for low-income seniors, providing half-time positions in community service
organizations and job placement assistance. There are currently 17 Chula
Vista residents employed as senior aides, providing 15,600 work hours of
community service in Chula Vista. Eleven additional aides will be hired for
the City and eight of the current aides will be able to remain in the program,
as a result of receiving Block Grant funding.
The Block Grant funding will pay the cost of one half-time ni atile
assistant to oversee senior aides. Per the agreement with APS, the City
make monthly payments and APS will submit quarterly reports containing client
information.
The Commission on Aging and the Human Relations Commission have made
suggestions as to the placement of the aides in the City. These suggestions

attached to the report. The agreement specifies that APS shall consider the
City's recommended placements and will provide information as to the
feasibility of making these placements, since certain job restrictions apply
for the senior aides program.
Mental Health Systems, Inc. operates an adult psychiatric day treatment
program, known as Kinesis South, which runs a floral delivery business called
"Thanks-A-Bunch." The agreement with the organization specifies that the City

FISCAL IMPACT: The total cost of the programs, $13,680, will be funded from
the 1985-86 CDBG budget. No general funds will be involved.
