HomeMy WebLinkAboutReso 1990-15912 RESOLUTION NO. 15912 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REQUEST TO CONDUCT THE ANNUAL STARLIGHT YULE PARADE, AND APPROPRIATING $2,020 TO PROVIDE STAFFING AND SUPPLIES FOR THE EVENT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Chula Vista Downtown Business Association is requesting permission to conduct the annual Starlight Yule Parade on Sunday, December 2, 1990; and WHEREAS, the sponsor is requesting the following: 1. Permission to close Third Avenue from "I" Street to "D" Street, and to close "H" Street between Second and Fourth Avenues. Closures would take place on some streets at 2:30 pm, with all streets closed from 4:30 - 10:00 pm. 2. Permission to post "No Parking" signs on Third Avenue along the parade route. 3. Use of police services for crowd and traffic control, from 2:30 p.m. to approximately 9:00 p.m. 4. Use of the City's portable stage, PA system, 150 folding chairs, and delivery, set-up, and removal of this equipment. 5. Use of Parks division personnel to blow trash into the street following the parade prior to street sweeping. 6. Provision of street sweeping services following the event. 7. Provision and placement of barricades and other traffic-control equipment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the request of the Chula Vista Downtown Business Association to conduct the annual Starlight Yule Parade subject to the following conditions: 1. Provision (prior to the event) by the DBA of evidence of general liability insurance in the amount of $2 million, in the form of a certificate of insurance and policy endorsement which names the city as additional insured. Resolution No. 15912 Page 2 _ 2. Execution Iprior to the event) of a Hold Harmless Agreement by the sponsor. 3. Provision of adequate crowd and traffic control as prescribed by the Police Department. 4. Notification by the sponsor to all residents and businesses along the parade route of the date and time of street closures. Notification must be distributed at least one week in advance of the event. BE IT FURTHER RESOLVED that the sum of $2,020 is hereby appropriated from the unappropriated balance of the General Fund to offset requested City support for supplies and services.
