HomeMy WebLinkAboutReso 1952-1376 RESOLUTION NO. 1376 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA URGING APPROPRIATE ACTION TO APPORTION THE WATERS OF THE TIJUANA RIVER BETWEEN THE UNITED STATES OF AMERICA AND THE UNITED MEXICAN STATES . THE CITY COUNCIL OF THE CITY OF CHULA VISTA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the Tijuana River is an international stream arising partly in the United States of America and partly in the United Mexican States and flowing through the United Mexican States and finally through the Tijuana Valley in the County of San Diego, State of California ; and 'WHEREAS, the waters of the Tijuana River system constitute a vital and important supply$for, domestic" and agricultural use, both within San Diego County, 'California, adjacent to the City of Chula Vista, California, and, within the United Mexican States ; and • t , WHEREAS, the economic ,welfare of the City of Chula Vista and its inhabitants is interrelated with and dependent upon the economic welfare and prosperity of those portions of San Diego County, California which now use and require the waters of the Tijuana 'River System; and WHEREAS, in the absence of international control and appor- tionment between the two countries of the waters of this system, maximum development of the existing and potential uses of the waters in both countries is not possible ; and WHEREAS,' by the terms of the 1944 Water Treaty between the United States and the United Mexican States relating to the utiliza- tion of waters of the Colorado and Tijuana Rivers and of the Rio Grande, it is contemplated that the two nations would accomplish an equitable apportionment of the waters of the Tijuana River and the construction of necessary works to conserve and provide • k for the delivery of the ,water as so apportioned; and WHEREAS, the City Council of the City of Chula Vista determines that in order to protect the needs of the citizens of this community whose economic welfare is dependent upon the highest and best development of the Tijuana River, such equitable apportionment between the United States and the United Mexican States should be accomplished as expeditiously as possible, and that the works necessary for the proper conservation and distribu- tion of the waters should be provided for at the earliest date possible. • NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA RESOLVES that appropriate action should be taken to. appartion equitably the waters of the Tijuana River between the United States of America and the United Mexican States and to construct the necessary works, so that the citizens of the State of Califor- nia dependent thereon for both domestic and agricultural uses might be assured of securing a fair, reasonable and dependable portion thereof for their use; and BE IT FURTHER RESOLVED, that the Governor of the State of California be requested to urge the Department of State of the United States of America to take such action as may be appropriate to accomplish that purpose; and BE IT FURTHER RESOLVED, that copies of this Resolution •be transmitted to the Governor of the State of California and to the Joint Committee on Water Problems of the California State Legis- lature.
