COUNCIL AGENDA STATEMENT Item 12 Meeting Date 8/6/85 ITEM TITLE: Resolution Approving agreement for employee assistance services SUBMITTED BY: Director of Personnel ; (4/5ths Vote: Yes No ) REVIEWED BY: City Manager -- 6 tr7 The City's Employee Assistance Program aids the City and City employees by providing confidential counseling regarding problems that are affecting employees' work. The City of Chula Vista was one of the first cities in the County to provide an Employee Assistance Program. Since the Program was begun in 1980 almost 20% of the employees have used the service. The current agreement under which our program is provided expires June 30, 1985. Mr. Rogers has requested some changes in the contract that make it clear that the City's Employee Assistance Services is not a treatment plan. These changes are needed in response to court decisions affecting treatment programs. In addition, a 10% rate increase has been requested. RECOMMENDATION: It is recommended that Council accept the revised agreement for Employee Assistance Services through June 30, 1986. BOARD & COMMISSION RECOMMENDATION Not applicable. DISCUSSION: Anyone can have problems in their personal life that affect their work. The City's employees are no exception and since 1980 employees of the City have used the Employee Assistance Service for problems with alcohol or other controlled substances, financial counseling, legal problems, family problems, bereavement difficulties, stress management and anxiety. Supervisors in the City have used the Employee Assistance Service for referral of problem employees for problems ranging from fighting with other employees to alcoholism. A review of the cases that have been seen by the Employee Assistance Program counselor indicates that we have an extremely high "success" rate. That is, of those individuals who visit the program voluntarily, over 80% report that they have made improvements in dealing with their problems. Approximately the same percentage of success is experienced by the supervisors of employees who have been referred to the program. by th2 C, )f Chu'.a \ /` - © . fi ° �_ Dated Page 2, Item 12 Meeting Date 8/6/85 The continued use of the program and the success rate indicate a continuing need for the program. Mr. Rogers has stated that an increase in rates of 10% is needed to meet the increased costs of doing business. This amount has been the same since 1983-84, and an analysis of the cost for similar programs throughout San Diego County indicates that the City' s rate is one of the lowest for an employee group of our size. In addition, our program was measured against the "Performance Benchmarks" as published by Hazelden, a nationwide Employee Assistance Program provider. Although the Hazelden benchmarks are for treatment plans, there is a great deal of crossover, and our program "measures up" well . For these reasons, it is recommended that the City continue to provide employee assistance services to our employees through Dwayne Rogers for 1985/86. FISCAL IMPACT: $5,940.00 has been allocated in the 1985/86 budget for the Employee Assistance Program.
