ITEM TITLE: Resolution /at l45 Approving a contract with a civil
engineering consultant for review of various plans and maps

In conjunction with the review and consideration by Council of the City's
report on Land Development Processing, it was proposed that during overload
periods the review of plans and maps be accomplished by consultants.
Through a combination of personnel loss and submittal of plans and maps for
several large projects, along with an otherwise normal workload, it has become
apparent that an overload situation is at hand. It is, therefore, proposed
that the City enter into an agreement with a consultant to accommodate the
expeditious review of the materials currently submitted.
RECOMMENDATION: That Council approve an agreement with Carter Associates,
Inc. for the review of plans and maps for land development projects and
authorize the Mayor to execute the agreement.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
During the last year the two Engineering Department persons normally
accomplishing plan and map review for land development projects left the City.
Their replacements have been hired and two additional Junior Civil Engineers
have been authorized in this year's budget. When all of these positions have
been filled and the appointees have been trained, it is expected that the
permanent staff in the Land Development Division will be able to handle the
plan reviewing during all but the most extreme work loads.
Although plans are being turned around in a timely manner now, several large
submittals have recently been made. While we can continue with the processing
of most of the maps and plans, about 100 sheets involving EastLake projects
could be more expediently reviewed by an outside consultant.

The cost as billed to us by the consultants along with the cost of staff time
and overhead as needed to accomplish our portion of the work would be
transferred from the deposit accounts as the work is done.
Proposals were received from three additional consultants interested in plan
checking of general development work. They were:
1 . Bement, Dainwood & Sturgeon
2. Wi11dan Associates
3. Berryman and Stephenson, Inc.
In order to accommodate peak load plan checking demands, staff intends to
review other proposals and seek Council approval of other consultant
agreements so as to allow flexibility in rotating work among various
consultants in order to accommodate their individual workloads, availability
of personnel at the time of service needs.
Carter Associates, Inc. , appears most capable of meeting our needs at this
time. They have staff familiar with plan check work in this area and
therefore, will offer the quickest reviews. This staff is also familiar with
our design and construction standards.
We, therefore, propose that this agreement for review of plans be the first to
be entered into. Additional contracts will be submitted for Council approval
during the next several months.
FISCAL IMPACT: There will be no additional net cost to the City for this
item since all costs will be paid from deposits made by the developers when
plans are reviewed.
