professional services by a Sewerage Consultant

The 1985-86 Sewer Service budget makes provision for professional services
relative to (primarily) interagency sewerage negotiations and agreements.
This authorization reiterates and fiscally implements that budget provision.
It is proposed that Mr. William Harshman be retained to perform such
professional services because of his detailed knowledge and extensive
experience in local interagency sewerage relationships.
RECOMMENDATION: That Council adopt the proposed resolution approving the
contract and authorizing the Mayor to execute the document in behalf of the
City.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The proposed contract calls for hiring of a Sewerage Consultant during the
1985-86 fiscal year. The contract calls for the performance of
sewerage-related tasks characteristically involving interagency negotiations
and/or agreement, such as our ongoing negotiations with Metro over Chula Vista
payments to the system (flow measurements and M810 costs) and providing
expertise in discussing sewer-related subjects with property owners and their
consultants in the eastern part of the City's projected sphere of influence.
Completion of the "join the club" sewer fee would also be accomplished.
Actual assignments to be made shall be determined by the Director of Public
Works.
It is proposed that Mr. William Harshman be retained on an hourly basis per
the terms of the Contract. The contract would be for one year. He is
uniquely qualified to serve the City as a Sewerage Consultant because of his
long experience (33 years) as an employee of the City during which time one of
his primary duties was interagency sewerage matters.
The Sewerage Consultant's hourly compensation ($25.00) is based on the total
hourly amount paid to the Senior Civil Engineer in 1984-85. Maximum total
compensation is not to exceed $18,000 for the 1985-86 fiscal year.
FISCAL IMPACT: Maximum cost not to exceed $18,000, and likely will be
less. Actual cost will depend upon number of hours of work performed.
