contract f or performance of professional services by a
Sewerage Consul tant

The 1985-86 Sewer Service budget makes provision f or professional services
relative to (primarily) interagency sewerage negotiations and agreements.
This authorization reiterates and fiscally implements that budget provision.
It is proposed that Mr. William Harshman be retained to perform such
professional services because of his detailed knowledge and extensive
experience in local interagency sewerage relationships. the

DISCUSSION:
The proposed contract calls for hiring of a Sewerage Consultant during the
1985-86 fiscal year. The contract calls f or the performance of
sewerage-related tasks characteristically involving interagency negotiations
and/or agreement. While the contract lists a series of potential tasks, the
actual assignments pthe othen current shall

It is proposed that Mr. William Harshman be retained on an hourly basis per
the terms of the Contract. He is uniquely qualified to serve the City as a
Sewerage Consultant because of his long experience (33 years) as an employee
of the City during which time one of his primary duties was interagency
sewerage matters. His continued availability will permit continuity in the
disposition of such matters as well as the opportunity to train designated
Engineering personnel so as to permit their eventual assumption of
responsibility.
