RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING AN AGREEMENT WITH OTAY WATER DISTRICT TO HIRE GERALD
ORLOB TO CONDUCT A STUDY ON LIVE STREAM DISCHARGES INTO THE SAN
DIEGO BAY
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, as part of the Clean Water Program of the San Diego Metropolitan
Sewerage System, a 12 million gallon per day water reclamation plant is
planned in the Otay Valley area which facility will treat wastewater from
portions of the City of San Diego, unincorporated areas of the County of San
Diego, and Chula Vista; and
WHEREAS, construction of a water reclamation plant rather than a
secondary wastewater treatment plant which discharges to the ocean is
desirable; and
WHEREAS, however, some method for disposal of the effluent from a water
reclamation plant is still necessary because the demand for reclaimed water is
seasonal; and
WHEREAS, the most feasible locations for discharge would be the Otay
River and/or Sweetwater River but current State water quality regulations for
discharge to San Diego Bay and tributary watercourses are extremely
restrictive and would effectively prohibit water reclamation; and
WHEREAS, the State Regional Water Quality Control Board staff have,
therefore, indicated that regulations pertaining to discharges of reclaimed
water into San Diego Bay may be revised given sufficient evidence on the lack
of impact to San Diego Bay water quality; and
WHEREAS, it is proposed by the Otay Water District to hire Dr. Gerald
Orlob who has unique experience in developing and implementing methods to
model the impacts of water quality changes of tributary streams on enclosed
bodies of water in that he has drafted a three phase work plan to model such
impacts on San Diego Bay; and
WHEREAS, the total cost of this study is $49,000 and Baldwin Vista
Associates, Ltd. has already paid $25,000 to Dr. Orlob to fund Phase I of the
study; and

WHEREAS, since the City of Chula Vista, the County of San Diego, and the
City of San Diego would all discharge wastewater to this facility, it is
believed to be equitable for these agencies to share the remaining costs
equally and it is proposed that these three agencies each contribute $8,000
towards the cost of Phase II and III of this project; and
WHEREAS, as a prospective purveyor of the reclaimed water, the Otay Water
District has volunteered to provide all administrative services for the
contract.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve an Agreement between the City of Chula Vista and the
Otay Water District for hiring of Dr. Orlob as an expert, known as document
number C090-237, a copy of which is on file in the office of the City Clerk.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is
hereby authorized and directed to execute said Agreement for and on behalf of
the City of Chula Vista.
