On June 14, 1985, the City Council approved the Community Development Block
Grant (CDBG) budget for fiscal year 1985-86. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
these programs must be approved before funds can be released. Copies of the
proposed agreements are attached.
RECOMMENDATION: That the Council adopt the eight resolutions approving
agreements with the eight organizations.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The programs operated by the eight non-profit, community oriented
organizations are directed to principally low and moderate income persons.

The YMCA Family Stress Center operates a child abuse treatment program which
provides counseling services to families countywide. The agreement with the
Metropolitan YMCA of San Diego County specifies that the City will pay on a
monthly basis for the services of one full-time equivalent counselor at the
YMCA Family Stress Center to handle referrals from Chula Vista' s Police
Department and other agencies serving the Chula Vista area regarding child
abuse cases. The Center is required to submit a quarterly report documenting
client information and staff time expended on cases.
Meals on Wheels, with voluntary workers, prepares meals for persons who are
unable, either because of chronic or temporary illness, disability, or age, to
prepare such meals for themselves. The agreement with South Bay Meals on
Wheels specifies that the City will pay operating expenses on a quarterly
basis and that the organization will submit quarterly reports containing
client information.
Del Rey Nutrition is a regional occupational training program (ROP) for
restaurant training/operations for Sweetwater Union High School district
students, which provides meals for senior citizens. The agreement with Del
Rey Nutrition Program specifies that the City will pay operating expenses
annually in arrears and that the Sweetwater Union High School District will
submit an annual financial report and activity report.
The South Bay Community Services program assists in the prevention of juvenile
delinquency, and provides education, employment counseling , and community
education skills that enable residents to deal positively with their
community. The agreement with South Bay Community Services specifies that the
City will pay for the rent in advance directly to the lessor and reimburse the
organization monthly in arrears for utilities, office supplies and monthly
telephone expenses. South Bay Community Services is required to submit a
quarterly financial report to the City.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCOA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including salaries, fringe benefits, printing and
postage, in advance on a monthly basis. SCCOA is required to submit quarterly
activity reports to the City.
Ten Over Sixty operates a peer advocacy program for seniors, training seniors
to counsel and support their peers. Ten Over Sixty will use its funds to pay
the trainer' s/supervisor' s fee, telephone, printing costs and miscellaneous
office costs. Ten Over Sixty will be paid a lump sum at the beginning of its
two training sessions and smaller amounts monthly, and will submit a program
report at the end of each training period to the City. The Commission on
Aging recommended and the City Council agreed that the program should receive
monthly payments and make quarterly reports. Due to the structure of the
program, with major activity and the bulk of program costs occuring twice a

The YMCA Family Stress Center operates a child abuse treatment program which
provides counseling services to families countywide. The agreement with the
Metropolitan YMCA of San Diego County specifies that the City will pay on a
monthly basis for the services of one full-time equivalent counselor at the
YMCA Family Stress Center to handle referrals from Chula Vista's Police
Department and other agencies serving the Chula Vista area regarding child
abuse cases. The Center is required to submit a quarterly report documenting
client information and staff time expended on cases.
Meals on Wheels, with voluntary workers, prepares meals for persons who are
unable, either because of chronic or temporary illness, disability, or age, to
prepare such meals for themselves. The agreement with South Bay Meals on
Wheels specifies that the City will pay operating expenses on a quarterly
basis and that the organization will submit quarterly reports containing
client information.
Del Rey Nutrition is a regional occupational training program (ROP) for
restaurant training/operations for Sweetwater Union High School district
students, which provides meals for senior citizens. The agreement with Del
Rey Nutrition Program specifies that the City will pay operating expenses
annually in arrears and that the Sweetwater Union High School District will
submit an annual financial report and activity report.
The South Bay Community Services program assists in the prevention of juvenile
delinquency, and provides education, employment counseling , and community
education skills that enable residents to deal positively with their
community. The agreement with South Bay Community Services specifies that the
City will pay for the rent in advance directly to the lessor and reimburse the
organization monthly in arrears for utilities, office supplies and monthly
telephone expenses. South Bay Community Services is required to submit a
quarterly financial report to the City.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCOA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including salaries, fringe benefits, printing and
postage, in advance on a monthly basis. SCCOA is required to submit quarterly
activity reports to the City.
Ten Over Sixty operates a peer advocacy program for seniors, training seniors
to counsel and support their peers. Ten Over Sixty will use its funds to pay
the trainer' s/supervisor' s fee, telephone, printing costs and miscellaneous
office costs. Ten Over Sixty will be paid a lump sum at the beginning of its
two training sessions and smaller amounts monthly, and will submit a program
report at the end of each training period to the City. The Commission on
Aging recommended and the City Council agreed that the program should receive
monthly payments and make quarterly reports. Due to the structure of the
program, with major activity and the bulk of program costs occuring twice a
