On March 21, the Coastal Conservancy approved, with amendments, the
expenditure of $50,000 in State funds. This action was taken to underwrite
the preparation of resource enhancement plans for five disturbed upland and
wetland sites within the Sweetwater Marsh upland/wetland complex in the
proposed Bayfront. A biological study design will also be prepared for the
entire Sweetwater Marsh complex within the City limits. The project supports
the criteria and objectives as outlined in Section 19.88 of the Specific Plan
entitled Environmental Management. That section of the City's Specific Plan
is the basis for this agreement. Those areas that are to be focused upon by
the requested studies are:
1) F-G Street Marsh
2) Freshwater Marsh
3) Gunpowder Point Uplands
4) D Street Fill
5) South E Street Marsh
The work program detailing the preparation of the plans for the five acres and
the study design for the Marsh is available for review in the Community
Development Department.
RECOMMENDATION: That the Council adopt the resolution approving an
agreement between the Coastal Conservancy and the City and authorize the
additional expenditure of funds, not to exceed $50,000.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
It should be noted that an additional $50,000 must be set aside by the City
for possible expenditure, due to the manner in which the original grant
application was reviewed and ultimately approved. At that time, the Coastal
Conservancy did not have a firm idea as to the total cost of the preparation
of a resource management plan and the preparation of the Sweetwater Marsh
study design. At this writing, Conservancy staff has said that such studies
will exceed the first increment of $50,000 because of the complex and indeed
controversial nature of the project. The Coastal Conservancy is limited by
the Public Resources Code, Section 31257 to spend no more than $50,000 per
project. Any expenses in excess of $50,000 up to a maximum of $50,000 is
requested to be set aside as part of the agreement costs.

At staff's request, a draft Request for Proposal to be sent to biological
consultants has been proposed by the Coastal Conservancy. After staff reviews
it, the RFP will be brought to you for your approval.
The Conservancy and staff informs us that their $50,000 will be returned to
the State budget on June 30 unless the agreement is signed by the City prior
to that date.
Staff believes that setting aside an additional amount of funds will insure
that the necessary studies are completed and part of City's obligation under
the Local Coastal Plan will be completed. All unexpended City funds will, of
course, be returned to the proper accounts.
FISCAL IMPACT: $25,000 of Redevelopment Agency funds are available in the
FY 1984-85 budget in Account #990-9907-5516 and will be encumbered. The
additional $25,000 has been appropriated in the FY 1985-86 Agency budget in
Account #995-9950-BF36.
