REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) The Town Centre No. 1 Street Lighting and Landscape Maintenance Di strict was formed in 1980 after improvements were made along Third Avenue between "E" and "F" Streets. Since then the improvements have been extended south of "G" Street and westerly from Third Avenue on the south side of "F" Street. The district boundary was adjusted to include three properties on the south side of "F" Street between Third Avenue and Garrett Avenue last year. It is now time for the Council to hold a public hearing to consider levying the assessments. RECOMMENDATION: That the Council hold a public hearing to consider levying assessments and adopt the resolution levying said assessments for 1985=86. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1980 the Redevelopment Agency had improvements completed for the beautification of the downtown area along Third Avenue between "E" and "F" Streets. At that time , an assessment district was formed to offset the costs of maintaining the additional landscaping and electrical energy for the street lighting system. The pre sent di strict includes al 1 those properties fronting along both sides of Third Avenue between "E" and "G" Streets. Several properties on the south side of "F" Street, west of Third Avenue were included within this district beginning in FY 1984-85. Similar improvements to those on Third Avenue ware installed on the south side of "F" Street between Third Avenue and Garrett Avenue as those properties developed. The "Landscaping and Lighting Act of 1972" (Article 4, Chapter 1 , Part 2; Streets and Highways Code of the State of California) requires the City Council to hold a public hearing to hear interested parties prior to annexing any areas to the district and levying assessments each fiscal year. by the City Council of Chula Vista, California Dated Page 2, Item 4 Meeting Date 6/25/85 The Director of Public Works/City Engineer has prepared the Engineer' s Report, spreading the subject assessments. At its meeting held on June 4, Council accepted this report and set June 25 as the date for the public hearing. The overall budget for this district during the coming fiscal year has decreased by 8.5%. The decrease is due to a larger balance available from last year' s budget ( see attached comparison sheet). The loan in the amount of $14,200.00 was paid back to the Redevelopment Agency resulting in a cost savi ngs. All property owners have been notified of the public hearing.
