RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
ADOPTING RESPONSES TO THE RECOMMENDATIONS OF THE 1989-90 SAN
DIEGO COUNTY GRAND JURY
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, in August 1990, the 1989-90 San Diego County Grand Jury released
its Final Report; and
WHEREAS, Penal Code Section 933 requires that a local public agency to
whom Grand Jury findings and recommendations are addressed file written
comments and responses in a timely fashion with the Presiding Judge of the
Superior Court; and
WHEREAS, the report contains nine recommendations directed at the City of
Chula Vista regarding evidence room procedures affecting the Property Division
of the Police Department which require responses
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby adopt the following responses to the recommendations of the
1989-90 San Diego County Grand Jury:
#90/76: Require all money received in property evidence rooms to be counted
by the Property Clerk before acceptance,
Response: This procedure is currently being followed in the Chula
Vista Police Department.
#90/77: Investigate possibility of photographing or listing serial numbers
on money and placing the money in a special bank account.
Response: Photographing all money would be very time-consuming
and would involve an additional exercise with little
payback. Under special circumstances, serial numbers
are listed. However, average annual receipts are
$15,000 and current practice is to forward cash
periodically to the City's Finance Department.
#90-78: Establish a system for rapid disposal of obsolete evidence.
Response: The City disposes of all property in an expeditious
manner with several auctions during the year.

#90-79: Investigate development of a grinding process for disposal of guns.
Response: This is an excellent recomendation which will be
pursued.
#90-80: Develop a counUwide computer ~stem with bar-code capabiliU to be
used ~ all properU rooms in San Diego Count.
~sponse: A countwide computer system would have limited value
compared with a PC Ipersonal computer) in each evidence
room. The CiU has been using a computer to record and
track evidence for several months. The benefits
include rapid retrieval of information as to the
location and status of properU and timely
identification of properU which is due for auction.
#90-81: Require sprinkler ~stems in all properU rooms.
Response: The CiU has sprinkler ~stems in all evidence rooms.
#90-82: Require that all evidence be stored on racks or pallets at least 12
inches above the floor.
Response: This recomendation is not practical for Chula Vista
because of limited space. Currently, all properU is
stored on shelves no lower than 2 inches off the floor.
#90-83: Require that unsolved murder evidence be shrink wrapped in plastic
to insure safekeeping.
Response: This recomendation will be investigated.
#90-84: Establish a large, well-staffed drug laborato~ for use ~ all
law-enforcement agencies in San Diego CounU.

participating.
