On May 31, 1985, Youth Counselor Shari David resigned her position with
the Chula Vista Police Department. At this time staff feels it would be
advantageous to contract with South Bay Community Services to provide
Youth Counseling Services instead of hiring another Youth Counselor.
RECOMMENDATION That Council adopt Resolution

DISCUSSION:
The Chula Vista Police Department has been operating a Juvenile Counselor/
Youth Diversion Program since 1972 . This has been a very successful program
which has been copied by several other law enforcement agencies in the
state. Since the inception of the program we have employed four counselors
all of whom have subsequently resigned to enter private practice.
Instead of hiring another Youth Counselor, staff recommends entering into
a contractual agreement with South Bay Community Services (SBCS) to provide
these counseling services . Under this agreement the Counselor would be
housed in the Chula Vista Juvenile Bureau and the cases would be assigned
by our Juvenile Bureau Sergeant. The actual case supervision would be
provided by one of the supervisors at SBCS. This would be a higher level
of supervision than we can provide. The SBCS supervisors hold state
licenses as Marriage, Family and Child Counselors (MFCC) . Also available
on a bi-monthly basis is an opportunity for SBCS counselors to discuss
the more difficult cases with a psychologist provided by the Integrated
Psychotherapy Services.
Our annual cost to provide a Youth Counselor, including fringe benefits,
is $31, 740 . SBCS will provide this counseling service for an annual
cost of $21, 702. This savings is possible as a result of the lower wage
and fringe benefits at SBCS.
If approved, this agreement would be for one year with an option to
renew. The City would pay SBCS monthly after the service is rendered and
bill submitted. The agreement will begin July 1, 1985 .

3BCS will provide the Police Department with quarterly reports
indicating the status and disposition of each case. There will be
follow-up for at least three months after the case is closed to
letermine if the juvenile has had any further contacts with the
Tuvenile Justice System.

'ISCAL IMPACT: In the fiscal year 1985-86 budget, $21, 702 should be
