A new shopping center, Terra Nova Plaza, is being developed on the south side
of East "H" Street east of I-805 by Pacific Scene Investments, Inc. Their
schedule calls for a major opening in November of this year. When the
shopping center opens, a traffic signal will be needed at the main entrance
opposite Hidden Vista Drive. In order to assure that the traffic signal
project is completed by November, it is recommended that the developer have
the signal designed by a consultant and be reimbursed for the design cost when
the first traffic signal fees are paid.
RECOMMENDATION: That Council adopt resolution approving the agreement with
Pacific Scene Investments, Inc. and authorize the Mayor to execute the
agreement.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Terra Nova Plaza is scheduled for opening in November 1985. It is expected
that this opening will include the four major tenants (Housemart, Marshalls,
Safeway and Longs) and the majority of the shop areas.
Access to the shopping center is provided from several driveways on East "H"
Street, with the major entrance being located opposite Hidden Vista Drive.
This entrance has been designed to provide double left turn ingress and egress
when signalized. Traffic studies have been done which indicate that the
projected trips generated from the development will warrant the installation
of a traffic signal to handle the traffic and assign right-of-way. This
signal will also serve trips generated from the residential development on the
north side of East "H" Street.
Pursuant to Council action on January 8, 1985, the developer is redesigning
"H" Street in proximity to the intersection and will be reconstructing "H"
Street prior to the November shopping center opening. In order to expedite
the signal design as well as coordinate it with the street redesign, Pacific
Scene has requested that the design for the traffic signal be performed by

their consultant, (James Federhart and Associates) and processed through the
Engineering Department. The cost for this design work will not exceed
$4,000.00 and would be reimbursed to the developer in the form of credits
toward the traffic signal fees which they will pay when building permits for
Terra Nova Plaza are obtained.
The Engineering Department has no objection to the above request or to the
consultant selected.
FISCAL IMPACT: None.

Dear John:
In accordance with your letter of February 1, 1985, The Terra Nova Group
hereby requests that the City Attorney prepare an agreement to be submitted
to the City Council which would provide for the reimbursement of our expenses
in the designing of this traffic signal. We proposed to be reimbursed in
the form of credits toward the Traffic Signal Fees which we will be paying
when building permits for Terra Nova Plaza are obtained.
James Federhart and Associates will be retained to design the traffic signal
and prepare the plans and specifications. Their firm is highly experienced
in traffic engineering and signal design and, in fact, prepared the traffic
analysis used in the Hidden Vista Village and Terra Nova Plaza E.I.R.s.
Chuck Strong will be in charge of the design and will coordinate directly
with the City Traffic Engineer.
The total cost to complete the design work will not exceed $4,000.00. A
breakdown of these costs is as follows:
Federhart & Associates Design, plan preparation,

We expect to be reimbursed only for the direct costs to us and these charges
will not be marked up with additional overhead or handling costs to the City.
I am enclosing for your use a letter from Federhart and Associates briefly
outlining their qualifications and experience.
Upon City Council approval of the agreement, we will notify Federhart and
Associates to proceed immediately with design.

PROPOSED EAST "H" STREET/HIDDEN VISTA DRIVE TRAFFIC SIGNAL
The Western Council of Engineers (WCE ) became aware this last Thursday
of a proposed agreement to retain a consultant to design a traffic
signal at the East "H" Street/Hidden Vista Drive intersection . This
agreement will be before you for approval on May 28, 1985 .
The design of traffic signals has been traditionally accomplished by
members of our unit. WCE presently represents members that are
qualified to accomplish such designs .
It is our position that our members can design the traffic signal
within the required period and do so at less cost than the consultant.
To retain a consultant would be less cost effective and in conflict
with our current Memorandum of Understanding .
We , therefore , respectfully request a two-week delay on this item.
This period would permit us to meet with management to discuss the
necessity and effects of having a consultant design the signal .
