RESOLUTION NO. 1395 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DECLARING A NEED FOR AN ADDITIONAL NORTH-SOUTH STATE HIGHWAY THE CITY COUNCIL OF THE CITY OF CHULA VISTA, DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS there is a definite need for an additional north-south highway r to be located east of the Cities of Chula Vista and National City to connect • U.S. Highway 395 with Otay or the Me±ican border and urging the adoption of such a highway as a part of the Master Plan of Major Highways of San Diego County. WHEREAS Montgomery Freeway is the only north-south State Highway serving the entire South Bay area for traffic to and from the international border, and WHEREAS 2,816,235 vehicles crossed the international border during 1952 most of which traveled on Montgomery Freeway, and WHEREAS the portion of Montgomery Freeway known as Harbor Drive is extremely congested at peak hours, and WHEREAS the present terminus of U.S. Highway 395 is the heavily congested Market Street in San Diego with future plans to extend to Montgomery Freeway via Wabash Canyon Freeway adding an additional heavy traffic load on U.S. Highway 101, and • WHEREAS expected increased traffic on U.S. Highway 395 from the Riverside- San Bernardino area to the international border and the South Bay area would justify such a, route, and WHEREAS an estimated 350,000 persons will be living in the metropolitan San Diego area to the east of the proposed highway making such a route advantageous for their use, and WHEREAS all of the present highway plans propose to discharge all of the north-south and east-west traffic onto U.S. Highway 101 (Montgomery Freeway), including the proposed-Belt Line Freeway and the Wabash Canyon Freeway, north of the City of Chula Vista, and E, 1,1 WHEREAS National Avenue and the County Road to the international border are definitely local business streets obviously to always be congested with local traffic, and WHEREAS U.S. Highway 395 is declared to be of military importance, and WHEREAS preliminary studies have already been completed by the State Highway Engineer for this proposed route NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the County of San Diego adopt said proposed highway as a part of the Master Plan of Major Highways of San Diego County; BE IT FURTHER RESOLVED that the State of California and the California State Highway Commission include said highway in the California State Highway System; BE IT FURTHER RESOLVED that immediate action by the County of San Diego and the State of California is of prime importance to the welfare and of the future development of the City of Chula Vista and of the County of San Diego generally. • . . . tts r ADOPTED AND APPROvED by the CITY COUNCIL of the CITY OF CHULA VISTA, •CALIFORNIA, this 13th. day of January ,19 5 3 by the following vote, to-wit: AYES: COUNCILMEN DeWolfe, Riesland, Logan, Halferty NAYS: COUNCILMEN None ABSENT: COUNCILMEN Hobel v-yor o e 1 .o' r ATTEST: =%1 ,410f / //%' 1 • er.
