FY 85-86 2% non-motorized Transportation Development Act Fund

The Palomar Street and "H" Street San Diego trolley stations have bicycle
lockers to encourage regional non-motorized transportation. Currently, the
demand for bicycle lockers exceeds the number of lockers available.
CalTrans, the Agency administering the bicycle lockers, would like to provide
additional facilities. State funding, however, is not available.
Transportation Development Act (TDA) funds are available from SANDAG for the
purchase and installation of bicycle lockers. CalTrans, a non-member agency,
is unable to submit a claim and has asked that the City request the $5,000
needed to purchase 10 additional locker units. In return, CalTrans will
install and manage the lockers at no cost to the City.
RECOMMENDATION: That Council approve the resolution authorizing the claim
of $5,000 for FY 85-86 2% non-motorized Transportation Development Act funds.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The number of bicycle lockers provided by CalTrans at the Palomar Street and
"H" Street San Diego trolley stations are insufficient to meet the existing
demand by users. Frequently, bicycles are chained to sign posts by those
riders unable to obtain a locker. A relative unsecured bicycle is an
invitation to vandalism, which in turn discourages more cyclists from using
their bicycle to commute to the trolley station on a regional basis.
CalTrans has an agreement with MTDB to install and manage bicycle lockers at
the San Diego trolley stations. CalTrans would like to install 10 more locker
units (20 lockers) to accommodate the demand at the Palomar Street and "H"
Street trolley stations. Each locker unit costs about $500 to purchase and
install . Because of fund limitations, CalTrans cannot purchase the lockers
needed to serve the South Bay cyclist at these two locations.
Monies are available from the SANDAG administered Transportation Development
Act (TDA) fund. CalTrans, an advisory member to SANDAG is unable to submit a
claim to purchase the lockers. CalTrans staff has contacted Engineering staff
and a tentative solution to the funding/installation problem has been found.

The solution is for CalTrans to install and manage the lockers (at no cost to
the City) if the City purchases the lockers with TDA funds. Funds in the
amount of $5,000 can be obtained if the City submits a claim to SANDAG for FY
85-86 2% non-motorized Transportation Development Act funds.
Engineering staff believes this solution is workable and would like to apply
for the funds to purchase the lockers. Prior to submission of an official
application to SANDAG, however, a City Council resolution approving the claim
is required.
A representative from CalTrans will be present at the Council meeting to
answer any questions Council might have regarding this item.
FISCAL IMPACT: The cost to purchase and install units is estimated to be
about $5,000. Full funding will be obtained from SANDAG-administered TDA
funds.
