Scene, Inc. dba the Village Company, 96" cast-in-place
drainage culvert, Hidden Vista Subdivision (Terra Nova) and
authorizing the Mayor to execute

Financial Scene, Inc. dba The Village Company through their agent, McMillin
Development Company, has requested approval of their grading and drainage
facilities for Hidden Vista Subdivision and release of the surety bond. The
grading and drainage work has been completed. An Agreement for Bond Reduction
from $3,690,000 to $250,000 has been prepared by our City Attorney and signed
by Financial Scene, Inc. The Agreement calls for repair of a portion of the
double 96" cast-in-place pipe and/or replacement should the culvert pipe fail
over a two-year period.
RECOMMENDATION: That Council adopt resolution approving the Agreement with
Financial Scene, Inc. dba The Village Company and authorize the Mayor to
execute the Agreement.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
In January 1982, an inspection was made by the City Inspection personnel of
the double barrel 96" cast-in-place storm drain culvert in Hidden Vista
Subdivision (Terra Nova) . These culverts serve as the major drainage facility
for Rice Canyon. The inspection revealed substantial cracking of the cast-in-
place pipe between Stations 0+00 and 0+80 (an 80-foot section of pipe) . A
thorough investigation of the pipes were made by Structural Engineers and
recommendations made for appropriate repairs. The repairs to the pipe were
made under the inspection of Shepardson Engineering Associates Inc. and
Testing Engineers. The repairs were accepted by them and certified as being
properly performed. The cause of the cracking was due to settlement of fill
materials, constructed by the State for the I-805 freeway, along with
overloading of the pipes by heavy construction equipment during grading by The
Village Company.
In January 1985, a reinspection of the double barrel 96" C.I.P.P. was made by
Shepardson Engineering Associates Inc. prior to final acceptance. The
inspection showed additional minor cracking of the pipes between Stations 0+00
and 0+80. Shepardson Engineering Associates Inc. submitted a letter of
recommendation for further repair. The repair work has now been completed.
Shepardson is recommending that the pipe be monitored for a period of two
years.

Financial Scene, Inc. dba The Villag Company has agreed to have the pipe
monitored every six months for two years and to maintain a surety bond in the
amount of $250,000 during the two-year period to guarantee the removal of the
pipe should failure occur and replacement of the pipes with reinforced
concrete pipe.
