HomeMy WebLinkAboutAgenda Statement 1985/04/23 Item 10 COUNCIL AGENDA STATEMENT Item 10 Meeting Date 4/23/85 ITEM TITLE: Resolution /,D D 1/ Approving Ninth Amendment to an Agreement between the City of Chula Vista and the San Diego Unified Port District for grounds and comfort station maintenance at the "J" Street Marina SUBMITTED BY: Acting Director of Parks and Recreation REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) By Resolution No. 11652, Council approved the Seventh Amendment to an Agreement with the San Diego Unified Port District, whereby the City provided maintenance services at the "J" Street Marina during fiscal year 1984-85. Resolution 11652 also authorized an Eighth Amendment be made for salary adjustments when an MOU was agreed upon by the City and Chula Vista Employee Association. The District has requested that this Agreement be amended to include the maintenance of the area known as Bayside Park and the landscaped medians of Tidelands Avenue between Sandpiper Way and west "J" Street, as shown on the attached site plan. RECOMMENDATION: That Council approve an Ninth Amendment to the Agreement between the City and Port District and authorize the Mayor to execute said Agreement. BOARDS AND COMMISSION RECOMMENDATION: N/A DISCUSSION: The San Diego Unified Port District requested staff in February to prepare a cost estimate for maintenance of Bayside Park and adjacent medians. An estimated budget was prepared by the Parks Superintendent and submitted to the Port District on February 19, 1985. The attached copy of this budget estimate has been reviewed and approved by both City and Port District Managers. The Port Director, Don Nay, sent a letter to the City Manager on March 12, 1985, requesting amendment of the present maintenance contract with the City to assume maintenance of the Bayside Park on April 1 , 1985. In the interim, City and Port District staff have met and determined that a June 1 takeover would be a more practical date to assume this additional workload. The budget estimated for the maintenance of Bayside Park and landscape median of Tideland Avenue between Sandpiper Way and West "J" Street for FY 86 is $64,696. A co o estimate is attached. This proposal includes 3 Page 2, Item 10 Meeting Date 4/23/85 the addition of 1 .5 staff, support equipment and supplies. The cost of assuming the maintenance of this area on June 1 will require an additional $5,391. If the amendment is approved, $5,391 will be added to existing maintenance contract and $64,696 will be added to the proposed FY 86 "J" Street Marina Park budget of $67, 433. The amended agreement will cover a 13-month period, June 1 , 1985 through June 30, 1986. FISCAL IMPACT: The Agreement provides for payment by the San Diego Unified Port District for all City maintenance expenses in the amount of $5,391 for the month of June 1985, and $132 ,129 for FY 86 maintenance expense for "J" Street Marina Park, Bayside Park and landscape median on Tideland Avenue.
