Resolution /.2 D 4 02- Approving EastLake Shores Beach Club/ Lake and EastLake Hills Neighborhood Center SUBMITTED BY: Planning Director (4/5ths Vote: Yes No X ) REVIEWED BY: City Manager The Eastlake Development Company's plans for the EastLake Shores Beach Club/ Lake and the EastLake Hills Neighborhood Center have been reviewed and conditionally approved by the Design Review Committee. The Council has indicated a desire to review plans for park and recreation facilities open to the general public. While many of the subject facilities will be reserved for EastLake residents only, portions will also be accessible to the public in general . RECOMMENDATION: Concur with Design Review Committee. BOARDS/COMMISSIONS RECOMMENDATION: On April 4, 1985, the Design Review Committee approved the projects subject to the conditions contained in Design Review Case nos. P-85-10 and P-85-11 attached hereto. The Parks and Recreation Commission will review the projects on April18, 1985. A verbal report of the Commission's recommendation will be made at the Council meeting. DISCUSSION: The EastLake Shores Beach Club and Lake consists of the construction of a 17.5-acre private lake; the construction and installation of a private swim lagoon; the installation of a 3.9-acre park with boat dock, pavilion, restrooms, beach, and activity areas. A full discussion of the project is contained in Design Review Committee Case No. P-85-10, attached hereto. The EastLake Hills Neighborhood Center consists of the construction of a swimming pool , two tennis courts, a restroom/pool equipment building, a spa, a tot lot, and parking for 11 cars. P-85-10 MEETING DATE: April 4 1985 AGENDA NO. 5 BRIEF PROJECT DESCRIPTION: The construction of a 17.5+ acre private lake and swim lagoon and a 3.9 acre private park facility PROJECT NAME & LOCATION: EastLake I Shores Beach Club and Lake PROJECT APPLICANT: EastLake Development Company A. Environmental EIR-81-03, EastLake Master Environmental Impact Report and EIR-84-1 , EastLake 1 Sectional Planning Area (SPA) Plan, have been prepared and address environmental impacts of the proposed project. B. Recommendation 1. Certify that EIR-81-03 and EIR-84-1 have been prepared in accordance with CEQA (California Environmental Quality Act of 1970) and that the Committee has reviewed the information contained in each EIR prior to making a decision on the project. 2. Approve the project subject to the following conditions: • a. The proposed project must be submitted to the Parks & Recreation Commission for their review and recommendations. Recommendations which may require modifications to the site plan and/or elevations shall be returned to the Design Review Committee for further action. b. Not Adopted d. Landscape and irrigation plans for the areas located outside of the bicycle/pedestrian path shall be designed to adapt to adjacent developments. Future signs identifying the project shall be submitted to the Design Review Committee for approval . C. Project Setting The project site is located near the center of EastLake 1 Planned Community. The exact location of the project will be within the loop street system between future East "H" Street and future Route 125 and approximately 1 ,100 feet northeast of the existing residential units on Gotham Street in the City of Chula Vista. The project site is currently being graded as part of the mass grading for the EastLake 1 area. Future adjacent uses will be primarily apartments and/or condominiums. D. Project Description The project consists of: 1. The construction of a 17.5+ acre private lake, 2. The construction and installation of a private swim lagoon, 3. The installation of a 3.9 acre park with boat dock, pavilion, restrooms, beach, and activity areas, 4. The provision of 40 parking spaces, and 5. An 8 foot wide bicycle/pedestrian path around the private lake. F. Staff Analysis 1. Site Plan a. Private Lake • The proposed lake will be 3 feet to 4 feet in depth and lined in concrete. The lake will be available for non-motorized small boats. The landscaped areas proposed around the lake facility will require automatic irrigation systems and plans will require approval of the City's Landscape Architect prior to building permit approvals. No fencing is proposed around the lake and no fencing is required either locally or by the State of California. I- te ry \U r DRC P-85-10 Page 3 b. Swim Lagoon The proposed swim lagoon is designed to be totally closed off and separate from the private lake. The lagoon will be concrete lined and will contain clorinated, filtered, and recirculated water. A small island is proposed with two water slides. Direct access to the island will be through the swim lagoon. A 5 foot high tubular metal fence with stucco pilasters is proposed around the swim lagoon, beach, and activity areas. c. Park Area The park area is proposed to contain a private boat dock, a pavilion for public gatherings, restrooms, and lake viewing areas. Mounded turf areas are proposed on the perimeter of the facility. d. Parking Area A total of 40 parking spaces are proposed to serve the lake/park facility. The applicant has indicated that 40 spaces should be sufficient to handle those people who chose to drive to the facility. The relatively low number of parking spaces are also intended to encourage pedestrian or bicycle travel within the Eastlake 1 development. A letter received from the Woodbridge Village Homeowners Association, a residential development located in Irvine, California, indicates that 40 parking spaces have been sufficient for their 1/2 acre swim lagoons (also located next to private lake facilities). The letter is attached to this report. • Parking lot lighting locations are shown on the site plan. Staff recommends that the applicant submit information on the design of fixtures to the Planning Department prior to building permit approvals. e. Bicycle/Pedestrian Path The applicant proposes to install a meandering 8-foot wide asphalt bicycle/pedestrian path around the entire lake area. The proposed path will act as a link in a development-wide bicycle path system. Staff has some concerns regarding the long term maintenance costs of the asphalt paths. Escalating maintenance costs have concerned many homeowners associations in recent years. Repair or replacement costs will have to be borne by the eventual homeowners in this development. Staff recommends that a material , such as concrete, which has lower long term maintenance liabilities, be installed for the bicycle/pedestrian path in lieu of the proposed asphalt material. DRC P-85-10 Page 4 The proposed plans designate the areas outside of the bicycle/pedestrian path to be maintained by adjacent developments. Since no fences are proposed around the perimeter of the project, staff recommends that the landscape and irrigation plans be designed to adapt to adjacent developments and that maintenance easements be recorded prior to the building permit approvals for adjacent developments to ensure maintenance responsibilities. 2. Elevations The applicant proposes to construct a boat repair structure, a pavilion, restrooms, a service building and overhead trellis with canvas awnings. The proposed roof material for all but the trellis will be a blue/gray concrete tile. This color will be used throughout the Eastlake 1 development on public buildings for easy identification. Exterior plaster is proposed for all structures. A minimal amount of wood is proposed primarily in the boat dock area. Material and color samples will be available at the meeting for the Committee's review. 3. Engineering Department Comments Comments from the City's Engineering Department were not available at the time of this writing but will be available at the meeting. 4. Fire Department Comments The applicant should coordinate with the City's Fire Department in assuring required fire service access to the pavillion structure prior to obtaining building permits. March 15, 1985 • To whom it may concern: The Woodbridge Village Association, located in the City of Irvine, has two one-half acre swim lagoons in our "Beach Club" facilities adjacent to two ± 30 acre lakes. Our experience over the past few years has indicated that approximately 40 • automobile parking spaces will suffice during the time the lagoons are open, except for critical times on weekends and holidays (usually between 11:30 a.m. el 3:30 p.m.). Overflow on-street parking during the weekends and holidays, I feel has satisfied ' the need to construct large parking facilities at our Beach Clubs. Project Setting The project site is located northwest of future East "H" Street on 2.5 acres within the EastLake Hills planned community. Immediately west of the project site is the future site of a proposed public elementary school. North of the project site will be a single family subdivision. Single family dwellings will eventually be constructed across the street from the center although not facing the center. The project site is currently being graded as part of the mass grading for the EastLake 1 area. D. Project Description The project consists of the construction of a neighborhood center which includes: 1 ) a swimming pool , 2) two tennis courts, 3) a restroom/pool equipment building), 4) a spa, 5) a tot lot, and 6) parking for 11 cars. F. Staff Analysis 1. Site Plan a. Swimming Pool The applicant proposes to install a wrought iron fence around the swimming pool and spa area. Details of this fence design shall be submitted -to the Planning Department for review and approval prior to building permit improvements. b. Jogging Trail The applicant proposes to include in the neighborhood center a segment of the bicycle/pedestrian trail which interconnects through the development. No material has been proposed on the plans. Staff recommends that concrete be utilized for long term maintenance. c. Parking Lot The proposed neighborhood center design includes parking for a total of 11 cars with the ability to extend the parking ' facilities into the school site to the west. The applicant should coordinate with the local Elementary School District to achieve a parking lot design acceptable to both parties prior to building permit approvals. 2. Elevations The proposed restroom/pool equipment building is to be treated with exterior plaster with a blue/grey concrete tile roof. A series of cabanas and trellis work is proposed to connect the entry overhead structure with the restroom structure. 3.
