State law requires that TDA claims be submitted to MTDB and SANDAG by April 1 prior to the fiscal year for which TDA funds are claimed. The total SCOOT claim is $1 ,328,042, consisting of $1 ,239,390 claimed against the City of Chula Vista's apportionment of $1 ,279,890, and $88,652 claimed against the County of San Diego's apportionment. RECOMMENDATION: That Council authorize SCOOT Board to submit the FY 1985-86 Article 4.0 TDA claim. BOARDS/COMMISSIONS RECOMMENDATION: SCOOT Board will consider this claim submission at its meeting on April 10, 1985. DISCUSSION: The FY 1985-86 SCOOT claim consists of the following components: City of County of Chula Vista San Diego Total Operations $ 888,642 $88,652 $ 977,294 p Capital 3,920 0 3,920 Capital Reserve 346,828 0 346,828 TOTAL $1 ,239,390 $88,652 $1 ,328,042 The $88,652 from the County of San Diego's TDA account is for CVT service provided by Routes 702, 704, and 705 in the unincorporated areas through which these routes operate. The $3,920 is claimed for capital expenditures proposed in the FY 1985-86 SCOOT budget. The $346,828 capital reserve will reserve this amount for future capital projects. The balance of the claim, $888,642, is for CVT operating costs claims against the City of Chula Vista' s apportionment. a,—/2/14e-7- Page 2, Item 11 Meeting Date 4/9/85 Subtracting the $1 ,239,390 claimed against the City of Chula Vi ta's FY 1985-86 apportionment of $1 ,279,890 will leave a balance of $40,500 pay for San Diego Transit (SOT) service for Route 32. The City of Chula Vista contribution for regional transit services provided by SDT Route 29 has been deducted from the City's apportionment. Following is a breakdown of estimated costs and income sources for FY 1985-86 SCOOT operations and capital expenditures: Estimated Costs $1 ,128,134 Estimated cost of contractual service to operate CVT 211 ,206 Other supplies and services 3,920 Capital expenditures $1 ,343,260 Total estimated costs (including supplemental budget requests) Estimated Income Sources $ 330,000 Fares 981 ,214 TDA Article 4.0 7,046 State Transit Assistance Formula Funds (STAF) 25,000 Investment Earnings $1 ,343,260 The claim is based on estimated costs and revenues in FY 1985-86, and is subject to modification due to: - Change in the proposed FY 1985-86 SCOOT budget. - A change in the estimated FY 1985-86 apportionment. - A difference between actual and estimated SCOOT operating costs, and revenues, in FY 1985-86. FISCAL IMPACT: The claim contains no City of Chula Vista General Fund contribution to support SCOOT operations. WPC 0544T
