RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
ADOPTING PRELIMINARY REPORT TO THE CALIFORNIA ENERGY COMMISSION
REGARDING PROPOSAL BY SDG&E FOR A NEW POWER PLANT IN CHULA
VISTA {89-NOI-1)
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the San Diego Gas and Electric Company (SDG&E) has filed a
Notice of Intention with the California Ener~ty Commission to construct a
combined cycle electrical generating facility of approximately 460 megawatts,
and
WHEREAS, one of the potential five sites for the location of that
facility is the Chula Vista South Bay Power Plant site, and
WHEREAS, the application of SDG&E in California Energy Commission
proceeding 89-NOI-1 was determined to be data adequate by the California
Energy Commission on March 28, 1990, and
WHEREAS, the City has extensively gathered facts and participated in the
proceedings and obtained sufficient information in order to allow it to
prepare a Preliminary Report to the California Energy Commission, a copy of
which is on file in the Office of the City Clerk, and
WHEREAS, staff and retained outside counsel filed the Preliminary Report
with the California Energy Commission on August 17, 1990 as required by the
preliminary scheduling order in said proceeding.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista:
1. That the above recitals are true and correct.
2. That the Preliminary Report of City of Chula Vista, a copy of which
is on file in the Office of the City Clerk is approved and its filing by staff
with the California Energy Commission is ratified and approved.
3. That the Chula Vista City Council wishes to emphasize its concern, as
set forth at pp. VI-1 through Vi-4 of the Preliminary Report of City of Chula
Vista, that the operation of the combined-cycle facility, as proposed, will
substantially increase the potential for an oil spill both in San Diego Bay
and on land as a result of additional transfer of fuel to the South Bay site
by way of marine tanker offloading to a pipeline at the National City Marine
terminal.

4. The City Clerk is hereby directed to file a copy of this resolution
with the California Energy Commission.
4. The Offices of the City Attorney and City Manager are directed to
continue to obtain information and data on the issues identified in the
Preliminary Report and any other issues that may become of concern to the City
and return to the City Council for further direction regarding participation
in the Energy Commission proceedings.
