HomeMy WebLinkAboutAgenda Statement 1985/04/02 Item 7 COUNCIL AGENDA STATEMENT Item 7 Meeting Date 4/2/85 ITEM TITLE: Resolution 1/97K -Appropriating $4,500 from the contingency reserve to fund promotional/cultural programs under a City/County agreement SUBMITTED BY: Assistant City Manager 0/ (4/5ths Vote: Yes x No ) An agreement between the City and the County of San Diego was approved by the City Council on November 20, 1984, and provided for the City to act as a contractor for the County in providing cultural/promotional programs on behalf of the County, with funding provided out of County transient occupancy tax revenues. The contract does not provide for advance funding of the various programs authorized, and therefore requires the City to front the cost and seek reimbursement at a later date. Funds were not provided for in the 1984-85 budget for this purpose, and therefore an allocation is required to meet these expenditures. RECOMMENDATION: Adopt resolution appropriating $4,500 from the contingency reserve. BOARDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION The agreement between the City and the County of San Diego provided for County reimburse- ment of City expense associated with several authorized promotional/cultural programs proposed by the City, including hosting the Southern California Sister Cities Conference, expanded concerts in the park, a cable television program, publication and distribution of City maps and postcards, etc. In all of the above instances, the City is required to fund the program costs and subsequently seek reimbursement under the terms and conditions of the contract with the County. Since funds were not provided in the 1984-85 City budget for these expenditures, authorization to expend up to $4,500 from the contingency reserve is requested. If this authorization is given, the maximum amount of $5,000 authorized under the terms and conditions of the agreement will have been provided. (An authorization to expend up to $500 was previously approved by the City Council for expenses incurred by the International Friendship Commission in preparing for the Southern California Sister Cities Conference. ) FISCAL IMPACT The appropriated contingency reserve has sufficient funds to advance the money required to "front" the costs of these various programs with dollar for dollar reimbursement from the County.
