ITEM TITLE: Resolution 7/M3 - Approving a Supplemental Appropriation for
Temporary Help for,the Personnel Department

During the second quarter of fiscal year 1984-85, the Principal Personnel Analyst
responsible for performing recruitment and selection functions took maternity leave. A
temporary Personnel Analyst was employed to assure vacant positions were filled in a
timely manner during this absence. With the return of the Principal Personnel Analyst,
the assistance of the temporary Personnel Analyst was needed to enable the department to
effectively respond to heavy recruitment and selection workload, particularly within the
Police and the Fire Departments. The monies for funding the temporary position for this
period of time were available within the budget of the department.
The temporary Personnel Analyst needs to be retained for the balance of this fiscal year
on a part-time basis to provide responsive recruitment and selection service. However,
monies are no longer available within the department's budget to fund this position.
RECOMMENDATION: It is recommended that the City Council adopt the resolution approving
a supplemental appropriation of $6,450 to enable the employment of the temporary
Personnel Analyst for the remainder of the fiscal year.

DISCUSSION
During the maternity leave of the Principal Personnel Analyst, the recruitment and
selection workload was heavy due to the recruitment of Peace Officer (245 applicants),
Firefighter (478 applicants) , and Community Service Officer (292 applicants). In total,
the temporary Personnel Analyst initiated recruitment and selection for 16
classifications. Upon the return of the Principal Personnel Analyst, the temporary
Personnel Analyst was retained to complete the recruitment and selection for these 16
classifications and other vacant positions as they occurred. The Principal Personnel
Analyst had to devote her time to analysis of reclassification requests, which had to be
"tabled" during her maternity leave, to updating of the salary plan, and to preparation
of the EEO-IV report required by the Federal Government.

The assistance of the temporary Personnel Analyst is needed for the balance of the
fiscal year to enable the Department to respond effectively to a heavy recruitment and
selection workload. The position would be utilized to help in recruitment and selection
for a number of vacant classifications including those noted below.

The Principal Personnel Analyst faces significant workload in classification and pay
studies. Currently, classification studies are being conducted for the Librarian
series, Construction Specialist series, Storekeeper, and the Secretary II within the
Library. There are afurther 23 classification studies which have not yet been started.
These studies need to be completed as part of the budgetary process. In addition,
significant amounts of time will be required in salary surveys for labor negotiations.
The workload demands faced by the Personnel Department necessitate the retention of the
temporary Personnel Analyst position for the balance of the fiscal year. While the
Personnel Department is a staff service, line departments such as Police and Fire are
dependent on the department for the timely filling of their vacant position to enable
continuous and reliable delivery of their services to the public.
FISCAL IMPACT
The cost of employing the temporary Personnel Analyst on a part-time basis (4 days per
week) for the balance of this fiscal year would be $6,450.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
