For City Engineering staff to complete the design work on two City projects,
(1 ) the improvement of "C" Street between Third Avenue and Del Mar Avenue and
(2) the improvement of drainage facilities between "F" Street and "G" Street
near Woodlawn Avenue, it is necessary to have some soils investigation work
performed by a soils engineer.
RECOMMENDATION: That Council :
1 . Approve agreement with Benton Engineering to provide the City with a
soils report for the improvement of "C" Street east of Third Avenue.
2. Approve an agreement with Benton Engineering to provide the City with
a soils report for the installation of drainage facilities between
"F" Street and "G" Street near Woodlawn Avenue.
3. Authorize the expenditure of $6,100 from account 631-6310-BG149,
Improvement of "C" Street, and $6,600 from account 632-6320-BG140,
Drainage Channel between "F" Street and "G" Street near Woodlawn
Avenue.
DISCUSSION:
In the process of designing the street improvements adjacent to the South Bay
Pioneers along "C" Street between Third Avenue and Del Mar Avenue, it became
apparent that a soils engineer was needed to determine the stability of the
existing 20'+ high slope. It is believed that portions of "C" Street in this
area were constructed of loose fill material many years ago. The soils
engineer in a final report will recommend proper engineering design methods to
construct the new fill necessary for the improvement of "C" Street.

In the second project the City needs the necessary design parameters for
underpinning, if necessary, buildings, shoring, etc. for our proposed storm
drain system between "F" Street and "G" Street. The findings from the soils
engineer's field investigation and recommendations will be presented in a
final report.
The firm of Benton Engineering was chosen in accordance with Council policy
102-03 on selection of consultants. Interviews were held with three separate
firms. Benton Engineering, Inc. was selected, based upon their qualifications
in response to the services requested.
FISCAL IMPACT: The City's cost will be a maximum of $12,700 from funds
previously budgeted.
