Since that date: (1) San Diego Fire Equipment Company has rescinded their offer to the City to cooperatively purchase a fire pumper via the City of San Diego; and (2) the City has been extended the opportunity to coopera- tively purchase a fire pumper through the City of Los Angeles by Seagrave Fire Apparatus, Inc. at a price which is $11,514 lower than that of the City of San Diego. RECOMMENDATION: That Council: 1. Rescind Resolution #11931 authorizing purchase of a fire pumper via a cooperative purchase arrangement with the City of San Diego. 2. Authorize the purchase of a fire pumper via a cooperative purchase arrangement with the City of Los Angeles. 3. Appropriate $11,:780 in supplemental funds for purchase of a fire pumper. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: On January 28th, San Diego Fire Equipment Company provided a written offer to the City to purchase a fire pumper via a cooperative purchase arrangement with the City of San Diego at a price of $148,294 (including sales tax) . On February 5th, the City Council authorized staff to purchase the fire pumper. However, before a purchase order could be issued, San Diego Fire Equipment Company rescinded their offer. Seagrave Fire Apparatus, Inc. , however, extended a written offer to the City on February 14th to purchase a fire pumper via a cooperative purchase arrangement with the City of Los Angeles. The City of Los Angeles awarded a bid to Seagrave Fire Apparatus, Inc. for 41 fire pumpers in June, 1984. Staff believed too much time had elapsed since the award for the bid price to be valid. However, subsequent to Council authorization for cooperatively purchasing the fire pumper through the City of San Diego, staff learned from the City of Los Angeles and the vendor, Seagrave Fire Apparatus, Inc. , that the bid price could be extended to the City of Chula Vista. The specifications for the fire pumper purchased by the City of Los Angeles equal or exceed Chula Vista's specifications in all of its major components. The cost to the City of Chula Vista for a fire pumper purchased on a cooperative arrange- ment with the City of Los Angeles would be $136,780 (including sales tax) or $11,514 less than the cost of a fire pumper purchased with the City of San Diego. Form A-113 (Rev. 11/79) Page 2, Item 21 Meeting Date 2/26/85 FISCAL IMPACT: The fiscal year 1984/85 budget authorized $125,000 for replacement of a 1953 fire pumper.
