McMillin Development, Inc. commissioned the services of the Landscape Architectural firm
of Gillespie De Lorenzo Associates to prepare plans and specifications for a "Turn Key"
neighborhood park in the Terra Nova Development. On December 10, 1984, a final design
was submitted for City approval .
RECOMMENDATION:
That Council approve the Terra Nova Park design and authorize construction.
BOARDS/COMMISSIONS RECOMMENDATION:
The Parks and Recreation Commission reviewed the Terra Nova Park Plans on September 27,
1984. Plans were approved 4-0, with a recommendation to exclude one ballfield from the
final design. The Commission's recommendation was incorporated in the final design. The
Design Review Committee, on February 7, 1985, reviewed the proposed park plan including
the architectural design of the public rEstroom. The committee approved (by a vote of
3-0) the layout and architecture, determining that it was compatible with the existing
single-family area.
DISCUSSION:
Terra Nova Development, located in the Rice Canyon SPA, included approximately 1 ,200
dwelling units. Under the City' s adopted formula for park dedication, the Developer
was obligated to provide the City with approximately 6.4 acres or equivalent fees. The
Council approved the. Rice Canyon Development Plan on May 6, 1980. The Plan required
the developer to provide 5.8 acre neighborhood park plus a fire station site. In
exchange for the fire station and fully developed park, the City would not require
the payment of PAD and RCT fees when a developer has been required to design and con-
struct a "Turn Key" Park.
The Landscape Architect of Gillespie De Lorenzo and Associates has met with representatives
of the Chula Vista Elementary School District, Sweetwater Union High School District,
City Planning Department and Parks and Recreation Departments on numerous occasions to
obtain input and review park design plans. These meetings have resulted in many worth-
while revisions.

The developer would like to obtain Council approval of Park Design in order to begin
park construction by early May with a estimated completion date in July. It is
important to begin construction during the warm season to allow for optimum turf
and plant material growth.
City staff has approved all of the changes in the final design. The final design
will prove to be a functional, minimum maintenance and sesthetically pleasing
addition to the City's park system.
FISCAL IMPACT:
The developer will have maintenance responsibilities for a period of one year.
Upon acceptance, an estimated annual maintenance cost of $23,500 will be required.
