The City is able to purchase a fire pumper via a cooperative purchasing arrangement with the City of San Diego as authorized by Council Resolution No. 6132. RECOMMENDATION: That Council : 1. Reject the bids received by the City of Chula Vista for a fire pumper. 2. Waive the bidding process for the fire pumper (CVMC 2.56.170). 3. Authorize the cooperative purchase of a fire pumper via a cooperative purchasing arrangement with the City of San Diego. 4. Appropriate $23,294 in supplemental funds for the fire pumper. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The City received bids for a fire pumper on January 7, 1985. Five bids were received: . Bolstad Equipment Sales (including tax) $140,980 . Paramount Equipment Sales (including tax) 150,524 . American Bristol Industries (including tax) 169,510 . FMC-Van Pelt Co. (including tax) 172,666 . San Diego Fire Equipment Sales (including tax) 184,619 The only bidder who met the specifications entirely was San Diego Fire Equipment Sales with a price of $184,619. The low bid received from Bolstad Equipment Sales took exception to the specifications on a number of major points: Page 2, Item 14 Meeting Date 2/5/85 . The fire pumper was a "showroom" model already built and not in compliance with the specifications of the City; . The model takes exception to the specifications for the engine, transmission, and lacks a 4" hose discharge capability; . The bid did not include a bond warranty, which is essential in assuring compliance by the bidder with the specifications and warranty. The next low bid, received from Paramount Sales Co. , also took exception to the specifications on a number of major points and would require $8,000 for modifications to bring it into substantial compliance with the specifications. The remaining two bids, received from FMC-Van Pelt Co. and from American Bristol Industries, are in substantial compliance with the specifications. The City of San Diego recently received bids for sixteen fire pumpers at a cost per pumper which is significantly lower than that received by the City of Chula Vista. The City of San Diego received a substantial price break by ordering sixteen fire pumpers at the same time. The specifications for the City of San Diego's fire pumper equals or exceeds Chula Vista's specifications in all of its major components. The cost to the City of Chula Vista for a fire pumper purchased via a cooperative arrangement with the City of San Diego would be $148,294. The bidder awarded the contract by the City of San Diego for the sixteen fire pumpers was San Diego Fire Equipment Sales. FISCAL IMPACT: The fiscal year 1984-85 budget authorized $125,000 for replacement of a 1953 fire pumper.
