The Bayfront Specific Plan, containing zoning regulations and environmental management provisions is the preceding agenda item. Both documents acting in concert, will facilitate the implementation of the Bayfront Plan. RECOMMENDATION: That the City Council adopt the proposed subdivision •amendments to implement the Bayfront Specific Plan. BOARDS/COMMISSIONS RECOMMEENDATION: The Planning Commission acted upon the proposed subdivision amendments on January 9, 1985, and has recommended them to the City Council for adoption. DISCUSSION: The amendment involves the readoption of the subdivision ordinance in the City of Chula Vista with appropriate inserts throughout to indicate that the subdivision of any lands in the Coastal Zone will require full compliance with the provisions of the certified Local Coastal Program. Specifically, "No subdivision approval shall be given to any project located in the Coastal Zone which is found to be in conflict with the certified Local Coastal Program. The type and intensity of land uses shown in the Bayfront Land Use Plan shall determine the types of streets, roads, highways, utilities, and public services that shall be provided by the subdivider. Lands within the Coastal Zone, the subdivider shall obtain a Coastal Development Permit as prescribed in the Bayfront Specific Plan, in addition to the requirements of this Code." (Chapter 18.04.040). In addition to establishing consistency, the proposed subdivision amendments indicate the proper public hearing and notice provisions to be followed, including those of the California Coastal Commission. Further, it indicates III <( Page 2, Item 4G ire- d Meeting Date WA bht 1 --8 5 • for urban development ment in the Coastal Zone, shall consist that no lots intended p totally of environmentally sensitive habitat areas as defined in the certified Local Coastal Program. In summary, the substantive standards of the Subdivision Ordinance are not being diluted or changed, but augmented to strengthen the time consistent with the Local Coastal Program for the Chula Vista Bayfront. The approval of the amendment is thus recommended to aid in the plan implementation. FISCAL IMPACT: Not applicable at this time.
