This study is to identify critical deficiencies within the existing signal system, evaluate various control strategies and equipment improvements for the system and recommend appropriate action to implement improvements. The consulting firm of PRC Engineering has been selected to perform the study. RECOM+IENDATION: That Council adopt the attached resolution approving an agreement between PRC Engineering and the City for the preparation of a Signal System Improvement Study. DISCUSSION: The City of Chula Vista has experienced tremendous growth in population during the past decade with an obvious increase in traffic congestion. There is an ever-increasing demand for new and improved streets throughout the area. Due to increasing traffic on our streets, there is a need to improve traffic flow in the City to improve capacity and decrease "stop and go" traffic. There are currently approximately 99 signalized intersections within the Chula Vista influence area; of these, 73 are located within the City. The City's circulation element can be divided into two areas. In the area west of I-805 the network is made up of north/south and east/west streets in a quarter mile grid. In this grid there are approximately 42 traffic signals controlled by an existing interconnect system. East of I-805 the circulation element is characterized by major arterials with no established grid. The existing computerized centrally controlled traffic signal interconnect system is not capable of controlling multiphase traffic-actuated signals. The increases in traffic volumes have made it necessary to install multiphase traffic-actuated signals on several arterials resulting in a break in the system and increased fuel consumption and delay. Because of limited funds available for costly capital improvements for construction, it is imperative that the existing street system performance be maximized through relatively low cost signal system improvements to untie bottlenecks, reduce travel time, save gasoline and cut accident rates. April 1984, a Technical Steering Committee was formed which consists of resentatives from CalTrans, San Diego County, City of San Diego, Federal hway Administration, and the City of Chula Vista. Over the months, this mittee has developed the study format, requested proposals from qualified sultants, interviewed consultants, and made a consultant selection. Of the e consulting firms submitting proposals, the firm of PRC Engineering was ected based on the following: . Their proposal responded more directly to the Request for Proposals. They had more demonstrated competence and experience in this type of project. (It is noted that they have recently completed a similar project for the City of San Diego. ) . The Project Manager, Mr. Khal Shah, and the Principal-in-Charge, Donald G. Capelle, are highly respected in this field of expertise. The steering committee was impressed with these individuals and their technical staff. . They indicate considerably more staff effort to the project, especially with the Project Manager. . Although their proposal was not the cheapest, the overall cost based on the effort proposed is very competitive. study will take approximately 5 months to complete and will be divided o the following tasks: Task 1 Inventory and Appraisal Task 2 Analysis of Existing System Task 3 Comparison of Control Strategies and Recommendation of Improvements Task 4 Final Report cost of the study will be $33,750.
