ITEM TITLE: Report on request for funding by Bonita Vista High School 's
"Music Machine" singing and dancing troupe

• At the City Council meeting of November 27, 1984, Council received a request
from Mr. Ron Bolles, Director of Bonita Vista High School 's performing arts
department, requesting that the City contribute funding to assist the "Music
Machine" in attending the first annual performance choir festival in March
1985 at the NBC Studios in Hollywood. The performance is sponsored by the
Young Americans. Mr. Bolles indicated that representatives from all 50 states
would be participating with the Music Machine representing California. The
trip is estimated to cost $18,500 and the request is for $5,000.
RECOMMENDATION: That the Council authorize the expenditure of $2,000 from
the City's contingency appropriation.

DISCUSSION:
The City Council 's policy on providing financial assistance to groups in Chula
• Vista is geared more toward one-time or on-going programs conducted by
non-profit organizations than financial assistance of this nature. In the
past, the City Council has approved and disapproved similar requests for
funding. Examples are listed below.
July 1979 $600 for a San Diego Youth Symphony trip to Scotland was
• authorized on the condition that the Youth Symphony
perform at the outdoor summer concert series. The
Symphony was unable to perform outdoors but did perform
at an indoor concert. The San Diego Youth Symphony had
three members from Chula Vista and 11 from the South Bay
area.
August 28, 1979 $500 to assist the Chula Vista All Star Bobby Sox teams
in attending the national championships in Buena Park.
The Bobby Soxers had originally requested $1 ,000. Total
cost of trip - $5,500.37.

FY 1981-82 Chula Vista Band Review requested $610. No money was
Community Promotions granted. Miss Softball America requested $20,000 to
w Budget Request build bleachers, install electric power and buy snack
bar equipment. No money was provided.
FY 1983-84 COMBO requested $4,000. No money was provided although
Community Promotions prior to 1983-84, funds were provided. A musical
Budget Request theatre production requested $4,050. None was provided.
In examining the requests that were approved, it appeared that the Chula Vista
All Stars had attempted to raise most of the money themselves and came to the
,� City as a last resort. In addition, the Bobby Soxers were primarily Chula
Vista residents, and participation by both teams in the national championships
was an honor for the community. Funding of the San Diego Youth Symphony's
trip to Scotland appeared to be on a basis of the City receiving a performance
from the Youth Symphony. The Music Machine has appeared several times at City
functions and has indicated that they would be more than willing to do so in
the future.
The original referral requested that staff examine the appropriateness of
Block Grant usage for this project. Block Grant funds are not eligible to be
spent for such a project. Mr. Bolles' original letter indicated that
approximately $21 ,000 would be needed for the tour. Staff discussions with
Mr. Bolles indicated that actually, about $18,500 would be required for the
trip. The festival consists of a week of classes including dance classes,
local workshops, performance experiences and seminars, as well as various
social activities, culminating in the actual competition which will be filmed
in the NBC TV studios. The charge for all of the social events, food,
lodging, and the classes is $535 per member plus a $150 registration fee for
the group. As the Music Machine consists of 34 members, the cost is about
$18,500. Mr. Bolles has furnished the following fund raising sources: Pledges
from parents (in hand) $9,300; sales, $2,200; raffle, $600; rummage sale,
« $800; benefit concerts, $4,000; donations, $1 ,000; total $17,900. For the
benefit concerts mentioned above, of the $4,000 projected, the Music Machine
has already received $2,800 from such groups as Napa Auto Parts,
Union/Tribune newspapers, McMillin Construction Company, the Melrose Company
(an oil corporation) and the American Legion. This indicates that this group
is raising a significant part of the money themselves.
It is recommended that Council approve an expenditure of $2,000 for the
attendance of the Music Machine at the festival . The expenditure is
reasonable because:
i 1 . The group has raised a significant portion of the money themselves and
{ will still have to raise additional sums to offset full cost of the event.
'� 2. The Music Machine has provided entertainment at City-sponsored functions
A in the past and has indicated a willingness to do so in the future.
3. The majority of the members of the group live in the incorporated area of
the Chula Vista with the remainder living in Bonita.

4. This is a prestigious event sponsored by a nationally known group of young
people that may be telecast on a nationwide basis. Even if the event is
not telecast, the young people will meet with other students and
professionals and will present a good image for the City.
FISCAL IMPACT: $2,000 is available in the contingency appropriation.
