ITEM TITLE: Resolution ///9e0N Approving modified agreements between
the City of Chula Vista and San Diego Regional Center for the
Developmentally Disabled, Community Transit Services, Inc. ,
and the Association for Retarded Citizens of San Diego
(Starlight Center) for coordinated transportation services and
amending Elderly and Handicapped transportation budget and
appropriating funds for increased scope of transportation
services

Last summer, representatives from Regional Center and Starlight Center met
with City of Chula Vista Transit staff to discuss modifications to the
coordinated transportation services agreement between the City of Chula Vista
and Starlight Center. Two major changes to the transportation Scope of
Services were proposed: an expansion of service to add an additional 10
clients per day, bringing the total carried to 63; and the City, through CTS,
would provide two vehicles for this service, and Starlight Center would
provide one vehicle (under the present arrangement, only Starlight Center
provides two vehicles for this service). In September 1984, Transit staff
submitted a new rate proposal to the State of California Department of
Developmental Services through Regional Center to reflect the modified Scope
of Services. A rate of $1 .70 per mile was approved by the State recently.
The modifications to the agreements necessary to implement these service
changes for this coordination project have been made and it is anticipated
that the new service will be effective on January 14, 1985.
RECOMMENDATION: That Council
1. approve a new contract between the City of Chula Vista and Regional Center
for the developmentally disabled.
2. approve an amendment to agreement between the City of Chula Vista and
Community Transit Services, Inc.
3. approve an amendment to agreement between the City of Chula Vista and
Association for Retarded Citizens of San Diego (Starlight Center), and
4. amend the FY 1984-85 Elderly and Handicapped budget account 236-2360-5298
(Other Contractual Services) from $48,100 to $60,400, and appropriate
funds for this scope of service change.

DISCUSSION:
The following is a summary of the major changes to the agreements between the
City of Chula Vista and the other three parties involved in this coordinated
transportation service:
1 . City of Chula Vista and Regional Center: Regional Center has developed a
new and more detailed contract that is applicable to all transportation
operators providing service to Regional Center clients. This new
agreement essentially specifies in greater detail most of the operations
and data reporting requirements that have been required in the past.
2. City of Chula Vista and Association for Retarded Citizens (Starlight
Center) : This amendment to the original agreement provides for the
following major changes:
a. Starlight Center will provide one instead of two vehicles for this
coordinated transportation service project.
b. Starlight Center will be responsible for all maintenance on this one
vehicle; Community Transit Services, Inc. will pass through 20¢ per
mile on a monthly basis to Starlight Center for maintenance work on
this vehicle, which is included in the $1 .70 rate.
3. City of Chula Vista and Community Transit Services: This amendment makes
the following major changes to the original agreement:
a. The rate the City will pay CTS is increased from $1 .24 per mile to
$1 .69 per mile. (The City of Chula Vista will receive $.O1 per mile
of the $1 .70 rate for administrative costs. )
b. Community Transit Services will provide two vehicles for this service.
c. CTS will be fully responsible for all maintenance work and insurance
on its two vehicles only; Starlight Center will be responsible for
insurance and maintenance work on its vehicle.
These three modified agreements will terminate on June 30, 1985. It is
anticipated that this coordinated service will continue in FY 1985-86, and
that new agreements will be executed prior to July 1 , 1985. The Regional
Center reimburses the City of Chula Vista for the total cost of this
coordinated transportation service.
FISCAL IMPACT: The increased cost of this transportation service for a six
month period is approximately $12,300 more than the annual budgeted amount of
$48,100 contained in Account 236-2360-5298 (Other Contractual Services).
Therefore, it is necessary to amend Account 236-2360-5298 from $48,100 to
$60,400 to reflect the increa - 4pe of Service for
the remainder of FY 1984-85.
