Sgt. Quick is criminal court certified expert in the examination, classification, and mparison of latent fingerprints. He is being replaced by a civilian idence Technician who will not, initially, have the same level of ngerprint expertise as that possessed by Sgt. Quick. COMMENDATION: That Council approve the agreement authorizing the Mayor to sign on behalf of the City Council ARDS/COMMISSIONS RECOMMENDATION: N/A SCUSSION: ring the past ten years, Sgt. Quick's primary duty has been the entification,classification and comparison of latent fingerprints. His forts have resulted in the clearance by arrest of at least 180 cases ery year. Many times the only evidence left at the scene of a crime is fingerprint or paimprint. Sgt. Quick is able to match these prints with ose prints of known criminals that we have on file at the police partment. Because of his experience Sgt. Quick frequently recognizes the ngerprints of certain suspects without having to search the file. He is rtified to testify in court and his testimony is frequently the final nk in a conviction. ter his retirement Sgt. Quick will be replaced with a civilian Evidence chnician. It is unlikely that this new employee will be skilled in ngerprint comparison/classification. After some time on the job these ills will be developed. Bill Johnson, the Evidence Technician-who is charge of our Crime Lab, is a certified fingerprint expert but his her duties severely limit the amount of time he can spend on fingerprint alysis. order to maintain this critical link in our ability to solve significant imes, staff is recommending that we contract with Sgt. Quick to perform is function. A copy of this agreement is attached, (Exhibit A) . It ovides for the utilization of Sgt. Quick's services not to exceed 20 hours r week. He will only be utilized in crimes of violence or property imes with a significant loss. The rate of pay will be a flat $25 . per ur. aff's intent is to utilize Sgt. Quick to perform these tasks staff has not followed e procedures outlined in Council Policy 102-03 (Selection of Consultants) . aff is recommending that these procedures be waived because Sgt. Quick uniquely qualified to perform these tasks. SCAL IMPACT: Maximum cost in fiscal year 1984-85 will be $9 , 750 .
