Borst, chief proponent representing Walker Scott Properties/Palm. The organization is proposed at this time in order to obtain a full level of comprehensive municipal services for the annexing territory. The subject reorganization proposal was approved by LAFCO on December 3, 1984. Pursuant to the Government Code and LAFCO 's resolution, the City Council at their meeting of December 18, 1984, adopted Resolution No. 11880 initiating reorganization proceedings and setting a public hearing for January 8, 1985, to consider the proposed "Otay Valley Road Reorganization." The proposal involves annexation of approximately 240 acres of unincorporated territory to the City of Chula Vista, and concurrent detachments from the San Diego County Flood Control District - Zone 4 and the Montgomery Fire Protection Di strict. RECOMMENDATION: That Council adopt a resolution approving the proposed "Otay Valley Road Reorganization" involving annexation of approximately 240 acres of unincorporated territory to the City of Chula Vista, and concurrent detachments from the San Diego County Flood Control District - Zone 4 and the Montgomery Fire Protection District. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: General Description of the Proposal Area (Please see Exhibit A) The proposal area is a narrow, unincorporated corridor located on the southerly side of Otay Valley Road extending easterly from I-805 approximately 1 .5 miles. The territory is surrounded by the City of Chula Vista on the north and west, and the City of San Diego on the south. Existing land uses include vacant land, truck farming, self-serve gas station, several single- family dwellings, and the northerly portion of the Otay River flood plain. The proposal area is comprised of eleven parcels of real property and the adjoining right-of-way of Otay Valley Road, and constitutes the southerly portion of the 771 acre Otay Valley Road Redevelopment Project. In addition, a majority of the landowners and registered voters within the territory have signed petitions in favor of the proposed reorganization. Environmental Review The City Council , at their meeting of October 30, 1984, adopted Resolution No. 11811 certifying EIR-84-5, which included the Otay Valley Road South General Plan Amendment, territorial prezoning, and annexation to the City of Chula Vista. LAFCO 's resolution of approval also certified the subject EIR and associated mitigation measures. General Plan/Prezoning The County's Otay Subregional Plan designates the territory as service commercial , intensive agriculture, and impact sensitive. County zoning is currently C-37 (heavy commercial) and A-72 (general agriculture). The plan diagram of the Land Use Element of the Chula Vista General Plan designates the territory "Research and Limited Industrial" and "Parks and Public Open Space." City prezoning is I-L-P (Limited Industrial with Precise Plan Modifying District attached) for the area situated north of the northerly floodway line of the Otay River, and F-1 (Floodway Zone) for the balance of the area south of said floodway line. The General Plan and prezoning classifications are consistent with the adopted Otay Valley Road Redevelopment Plan. Municipal Services Delivery The City's Public Works, Police, and Fire Departments have reported that the provision of comprehensive municipal services to the proposal area after annexation can be accomplished without an increase of manpower and/or equipment. FISCAL IMPACT: The City's share of base year property tax revenue from the proposal ares will be pursuant to the Master Property Tax Exchange Agreement which was in leffect prior to its expiration on November 1 , 1984. The Master Agreement's definition of "undeveloped property" (real property having no assessed improvements thereon or having improvements thereon with an assessed value of less than the assessed value of the land in the same parcel) pertains to the territory proposed for annexation. Under the terms of the Agreement, the City would receive none of the base year taxes from the annexed area. However, because the proposal area is within a redevelopment district, the Chula Vista Redevelopment Agency would receive 100% of the territory's annual tax i ncr- - • - •- - - - • • -• year.
