AI�TD THE GROWTH A�7AGEMENT PROGRAM DOCUMENT �'HEREAS, in response to sro�Kh and in anticipation of additional �oNth in Chula Vista. the City Council adopted the Threshold Standazds and Gro�th Manaeement Oversieht Committee Polic�� in 1987. and the GroNth Manaeement Proeram and "Gro�th Management" ordinance in 1991: and � W HEREAS, in 2003 the Cit�� Council, in response to a gro�rth boom that beean in 1999. requested that a comprehensive review of the Cit}�'s GroHth Manaeement Program be conducted: and � WHEREAS. in 2004, a �a�hite paper with obsen�ations and su�gestions to explore updates to the Gro«th 1�4anagement Program �vas presented to Council, and Council accepted the «�hite paper, authorizine a ��ork program for undertal:ins a "top-to-bottom' re��ie�i and the preparation of resultant revisions to the Cit��'s Gro��th Mana�ement Proeram pro��isions: and �'HEREAS. a consultant and City staff prepazed a draft ero�irth manasement document (the GroN�th Manaeement Program Implementation Manual) to replace the Threshold Standards and Growth n4anaeement Oversight Committee Policy and the Grow�th Management Program (the "Gro��th Management Proeram documents"); and WHEREAS, the Grow�th Manasement Oversieht Commission (GMOC) participared in discussions ��ith the consultant and Cit� staff in re��isina the Gro��th Management Proeram documents: and �%HEREAS. various GMOC annual reports since 200� haee recommended changes to the Gro«th D4anaeement Proeram documents: and VJHEREAS. on October 22, 2014, the GMOC re��ieHed and accepted the final proposed revisions to the GroNth Manavement Proeram documents: and ��'HEREAS. the Director of Development Senices set a hearino before the Plannin� Commission for the consideration of and recommendation on chanees to the Gro«th Management Proeram documents. Notice of said hearine. together ��ith its purpose, �3�as ei��en bv its publication in a neN�spaper of eeneral circulation in the Citv at least ten 10 da��s prior to the heazina: and Resolution \o. 201�-037 Pa;e No. 2 ��HEREAS, a hearin� was held at the time and place as ad��ertised on No��ember 12; 2014, at 6:00 p.m. in the Cit�� Council Chambers. 276 Fourth Avenue. before the Plannine Commission of the Ciri� of Chula Vista to receive the recommendation of Cih� staff and to hear public testimon�� H ith regards to the proposal, and the hearine was thereafrer closed; and \�'HEREAS, the Plannine Commission considered all reports. evidence, and testimon�� presented at the public hearing with respect to the Grov��th Management Proeram documents; and WHEREAS, the Plannine Commission did find and determine that the proposed resolution is consistent with the Cit�� of Chula Vista General Plan and local, state_ and federal law. and that the public necessit}�. convenience, general ti�elfare and good zoning practice support the requests; and WHERE.AS. the Plannine Commission, afrer considerins all evidence and testimon�� presented, recommended by a ��ote of�-0-0-2 that the City of Chula Vista Cirv Council approve the revisions to the GroNth Manaeement Proeram documents; and V�'HERE9S, a hearine time and place was set by the Cit}� Council of the Ciri� of Chula Vista for consideration of the proposal and notice of said hearine, toeether ��ith its purpose, �vas ei��en bv publication in a ne�vspaper of eeneral circulation in the Cit}yat least ten 10 da}�s prior to the hearino: and �1'HEREAS, a du]}� called and noticed public hearing �ti�as held at the time and place as advertised on Januar}� 13, 201�, at 2:00 p.m. in the Citv Council Chambers, 276 Fourth A��enue. before the Cihr Council to receive the recommendation of City staff and to hear public testimon}� �vith resards to the proposal. and the hearing H�as thereafrer closed; and WHEREAS. City Council hereb�� finds that replacement of the Threshold Standards and Gro��th Management O��ersight Committee Policy and the Grow�th Managemeni Proeram ��ith the Gro��nh Manaeement Implementation Manual is consistent with the elements of the Citv`s General Plan: and �b'HEREAS. City Council has revie��ed the proposed activin� for compliance ��ith the Califomia Qualit� Act (CEQA) and has determined that there is no possibilitv that the acti��itv mav have a sienificant effect on the environmenr. therefore. pursuant to Section 1�061(b)(3) of the State CEQA Guidelines, the acti��it�� is not subject to CEQA. Thus, no em ironmental re�ie�ti� is required. _ I�OW. THEREFORE. BE IT RESOLVED by the Cih� Council of the Cit�� of Chula Vista. that it approve the Grownh Manaeement Program Implementation Manual to replace the 7hreshold Standards and Growth Management O��ersight Committee Policy and the Gro��th 1�4anaeement Proeram document.
