Cities accepting these standards will be reimbursed by the State for training programs for their dispatchers. On December 6, 1988, Council passed a resolution regarding this matter. The Commission on Peace Officers Standards and Training has advised that an ordinance is required instead of a resolution (per Penal Code Sections 134525 and 13522)for participation in the program. RECOMMENDATION: That Council pass an ordinance accepting the Penal Code requirements. •ARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The State of California's Commission on Peace Officer Standards and Training (POST) is implementing a voluntary Public Safety Dispatcher Program, effective January 1 , 1989. This program sets minimum standards for selection and training of Police Dispatchers, standards which have never been set at the State level . The standards implemented are already practiced by the Chula Vista Police Department in our hiring and training programs, namely: - A thorough background investigation of the candidate; - A medical examination; - An evaluation of oral communication skills; - Satisfactory completion of a POST-certified, 80 hour Basic Complaint/Dispatcher course within 12 months of the date of hire; and - A minimum of 12 months probation. • • Page 2, Item 16 • Meeting DataaPig o f)d 1 if, In the past, POST has funded training for dispatchers as long as the department in question was in the POST peace officer program. Under the new program, although it is voluntary, we must formally accept the minimum standards of the State by ordinance in order to receive POST funding for training of our Police Dispatchers. Through passage of this ordinance accepting POST'S minimum standards, we will continue to receive funding for our Connunications training program with no impact on our current operating procedures. FISCAL IMPACT: Training funds provided by the State for Public Safety Dispatchers will be lost if we do not accept the POST program. From August 1987 to July 1988 these funds amounted to $2,903.09. As we have increased our staff from 18 to 23 persons this year, this amount is certain to increase in future years.
