ITEM TITLE: Resolution /01737 Requesting $34,000 in planning assistance
from the Coastal Commission

Unanimous consent is requested in order to comply with the Coastal Commission
filing deadline. Due to staff oversight this was not brought to our attention
until after the docket for the City Council meeting of July 22, 1986 was
mailed.
The Local Coastal Program Application for Funding, attached as Exhibit A, was
prepared for submittal to the Coastal Commission. This grant application
requests $34,000 in matching funds for preparation of a Master Plan for the
11 .4 acre shoreline park ($40,000) and construction drawings to implement the
Master Plan ($27,500).
RECOMMENDATION: Adopt resolution requesting $34,000 in planning assistance
from the Coastal Commission.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Coastal Commission grant would provide funding for consultant planning
services to prepare a Master Plan for the 11 .4 acre shoreline park. The
proposed time frame for the planning project would be consistent with the
timing for the subdivision of the Midbayfront. This would allow for
implementation of the shoreline park at the same time as development begins on
the Bayfront.
The shoreline park was selected as the subject of the grant application based
on the recommendation of Coastal Commission staff in San Francisco. A list of
potential projects including Nature/Interpretive Center interior exhibits,
marsh enhancement projects, and development of an LCP for the coastal portion
of the Montgomery area was discussed with Coastal Commission staff. The
shoreline park was recommended as it will improve public access to the
Bayfront and ensure that access is provided as development occurs. In
addition, the shoreline park will be a focal point of Bayfront development
offering new recreational opportunities.
FISCAL IMPACT: If the grant application is approved, the City will receive
$34,000 in matching funds for a Master Plan and construction drawings for the
11 .4 acre shoreline park.
