ITEM TITLE: Resolution 7,,Zw 3 J approving a library service contract with
San Diego County to continue to provide library services in the
recently annexed area of Chula Vista

On November 5, 1985 the citizens of San Diego County, in an unincorporated area
designated as the Montgomery Fire District, voted to annex to the City of Chula
Vista. Under contract with the City of Chula Vista, the San Diego County
Library continues to maintain two branch libraries, the Castle Park Branch and
the Woodlawn Branch, in the annexed area. A six month service contract
(January-June 1986) was approved in resolution 12310 on 12/17/85. A contract
renewal will enable the City to continue to provide library service to citizens
at the present service level with the San Diego County Library District as the
providing agency. (Exhibit A)
RECOMMENDATION: Adopt the resolution approving the contract and authorize the
Mayor to execute the same in behalf of the City.
BOARDS/COMMISSIONS RECOMMENDATION: That Council adopt the resolution.
DISCUSSION
The negotiated property tax exchange agreed by the City and the County Board of
Supervisors stated that "This reorganization shall not result in a change in
the Library District boundaries at this time. The City of Chula Vista shal l
make an annual payment to the County Library District to cover the amount of
the operating costs of the Castle Park and Woodlawn branch libraries that
exceeds the amount of property tax estimated to accrue to the County Library
District from within the territory of this 'Montgomery Reorganization '. "
Since the annexation did not alter the County Library Tax District for the
purposes of the Cali forni a Library Services Act, the City wi 1 1 continue to
receive approximately $28,000 in direct loan reimbursement for non-resident
servi ces to this area. This will bri ng approxi mat ely $8,000 more to Chul a
Vista than if the citizens of the area were designated as residents under the
provisions of the Public Library Fund.
The Library District will generate approximately $63,000 from the Master
Property Tax in FY 1986-87. The difference between the operating budget of
$120,552 and the tax revenue of $63,000 is $57,552 for fiscal year 1986-87.

The contract for twelve months (July 1, 1986 through June 30, 1987) will
