The project has undergone environmental review, resulting in a negative declaration. And, the Design Review Committee has approved the project design subject to conditions. Since local environmental and design approval have been completed, this development is presented to the Council for public hearing and consideration for issuance of a Coastal Devel opment Permit. RECOMMENDATION: That the City Council 1 ) conduct a public hearing and consider public testimony, and 2) adopt a resolution to issue a Coastal Development Permit subject to conditions listed on Exhibit A of the attached resol ution. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable DISCUSSION: The project site involves approximately 53,000 square feet of property (two separate parcels) located within an existing industrial subdivision at the Northeast section of Broadway and C Street. The property is currently vacant and includes an engineered slope along the Northwest corner which extends downward to the Sweetwater River flow-line. The applicant proposes to construct two non specific industrial buildings. Building A will consist of 7520 square feet of floor area and Building B will entail 11 ,900 square feet. Both are single story and do not exceed 24 feet. Future land uses occupying the structures will be regulated by the Bayfront Specific Plan section 19.84.12 ( Industrial : General Permitted Uses). On-site parking for 29 vehicles has been provided which is consistent with the 1 sp./800 sq. ft. or 1 sp./1000 sq. ft. ratio listed in the coastal guidelines. the City Cour4,41 of Chula Vista, California X .!'�' Dated ,� Page 2, Item 5 Meeting Date 7/22/86 Due to the proximity of Broadway and 1-54, the design of the project, particularly Building A, is of great importance. The design entails painted slump block construction with metal shed roofing and cedar accent at the entrances. The Design Review Committee approved the site plan and elevations subject to conditions. Based on the following findings, the proposed Hazard industrial buildings, subject to conditions listed in Exhibit A of the attached resolution, is found to be consistent with the policies of the Certified Chula Vista Bayfront Local Coastal Program: 1 . The Certified Chula Vista LCP Land Use Plan under Subarea 6 designates the inland parcel subarea as not coastal-related; therefore, no adverse impact on shoreline access, water related recreational or visitor serving commercial , or marine resources are anticipated to occur due to the proposed development. 2. The site is not located adjacent to or near the coastline, therefore, will not obstruct any coastal views or vistas nor will the site development reduce the amount of parkland committed to the coastal area. 3. The project will not effect traffic circulation within the Bayfront interior or along the shoreline since the inland parcel subarea is physically removed from these coastal related areas. 4. Since the development entails a down slope adjacent to the Sweetwater River, as a requirement of the project's approval all drainage must be directed toward the City storm drain system to avoid run-off into the river. Also, the northern slope will be planted with native, drought tolerant vegetation with minimal disturbance to the existing slope which will provide erosion control , curtail the introduction of exotic wildlife to the native riparian vegetation, and will avoid potential siltation that could result from mass grading with machinery.
